blink P2P (Mobile Lookup)

blink P2P, also called "blink по мобилен номер", is how Bulgarians send money to a phone number instead of an IBAN. It runs on BORICA's "Mobile Lookup" directory, which links a phone number to one bank account, and on blink instant transfers, which arrive within seconds. Ten banks and payment institutions offer it in their own apps. Since Bulgaria adopted the euro on 1 January 2026, transfers are in euro, and sending up to €150 is free; above that your bank's tariff applies.

Blink itself, Bulgaria's instant transfer by IBAN, came first: BORICA and the Bulgarian National Bank were technically ready in April 2021, and the first instant transaction by a bank customer went through on 22 November 2021 [1]. See the Blink standard.

  • End of 2022: Mobile Lookup. BORICA added a "Mobile Lookup infrastructure, based on the European standard", which made the first instant payments by mobile number possible at the beginning of 2023 [1].
  • 29 June 2023: DSK Bank, which described itself as the bank with the most customers, opened blink P2P to close to half a million mobile-banking users [11].
  • December 2023: Investbank added it to its Ibank Mobile app [12].
  • End of 2024: 8 providers (7 banks and 1 non-bank) offered the service [1]. The July 2025 national campaign named 8: DSK, UniCredit Bulbank, Central Cooperative Bank, Transcard Financial Services, Investbank, UBB, Fibank and TBI Bank, and expected others to join [9]. The NCPS list read in October 2026 has 10, adding Postbank and ProCredit Bank [3].
  • 1 January 2026: the euro. Bulgaria switched to the euro on 1 January 2026 [18], and blink P2P transfers are now in euro only [10].

How many use it. The figures come from BORICA and NCPS, with their dates:

The two 2024 transaction counts disagree and both come from the operator; the later BORICA figure may cover the full year, the NCPS one was published as the year ended. At UniCredit Bulbank alone, P2P transfers averaged 6.2 million BGN a month in the year to June 2025 and passed 10.5 million BGN in June 2025 [17].

How to use it

  1. Register in your bank's app. Registration is required, and you choose the account that receives transfers sent to your number [2]. At DSK the receiving account must be a current account in euro [10]; at Postbank you tap "Активирай P2P" and confirm with a one-time code [14].
  2. Send: choose "blink превод по мобилен номер" or "blink P2P", pick a number from your contacts, enter the amount and send [2]. DSK Mobile marks the contacts who use blink P2P with an icon and lets you type a number that isn't in your contacts [10].
  3. Receive: once registered, transfers to your number land in your chosen account. The recipient's number must itself be registered; if it isn't, the transfer can't be sent [16].

The rules of the directory. One phone number can be linked to only one receiving account, but once registered you can send from your accounts at other participating providers too [2]. If you change phones or numbers, you update the registration yourself [16]. You can switch the service off; using it again needs a new registration [2].

Who can use it: individuals only, not companies [2] [10]. Postbank requires you to be over 18 [14]. At CCB both the sender and the recipient must be registered [15].

Limits and fees

NCPS sets the free threshold: no fee up to €150 for individuals, the bank's tariff above it. The maximum amount is left to each provider [2]. As the banks published them, read 18 October 2026:

Fees have moved often. At launch DSK made transfers free until 30 September 2023 and announced 0.50 BGN each after that [11], then made them free for all of 2025 [19]. In July 2025 UniCredit Bulbank kept P2P free until the end of 2025 within a daily limit of 30,000 BGN [17]. The national free threshold was 100 BGN in January 2025 [4], 300 BGN in July 2025 [9], and is €150 now [2].

We did not find current published limits for UBB, UniCredit Bulbank, TBI Bank, ProCredit or Transcard. Limits change; check your bank's current terms.

Paying shops and businesses

Not yet. blink P2P is for individuals only [2]. What exists and what is announced:

  • Donations. "blink дарения по мобилен номер" started on 4 December 2025: you save a cause's number in your contacts and send to it like any P2P transfer. Donations up to €150 are free. Over €120,000 was given in December 2025 alone, with an average gift of €16 [7].
  • Online shops. In June 2025 BORICA said "blink eCommerce", paying a merchant by mobile number without an IBAN, was "pending" [5]. In December 2025 NCPS planned it for the second half of 2026, followed by "blink на POS" at shop terminals [6]. We found no launch announcement by October 2026.
  • Parking is paid through blink, but as its own "blink parking" service, not P2P; it ran in 21 municipalities in June 2025 [5].

Paying across borders

Today blink P2P reaches only users registered at Bulgarian providers. On 15 May 2026 NCPS announced that Bulgaria had joined EuroPA, the European alliance that connects national instant payment systems so people can send money by mobile number between countries, and that P2P transfers to Spain, Portugal, Greece, Italy and the other member countries will be introduced "поетапно" (in stages) [8]. No start date or bank list had been published when we checked. For euro transfers to other countries by IBAN, instant euro payments have run through BORICA's BISERA system and the Eurosystem's TIPS since early December 2024 [1].

No. blink P2P addresses a phone number; none of the blink, NCPS or bank pages we read mentions a QR code [2] [10]. Even donations, where a QR code would be the obvious choice, use a phone number you save to your contacts [7]. The Mobile Lookup directory's internal format is not publicly documented.

We found no BNB or BORICA document that sets a national payment QR standard, and in December 2025 paying shops by blink from your account was only planned [6]. So a QR code on a Bulgarian invoice is usually one of these:

  • A billing-software code for EasyPay or ePay.bg. Microinvest's invoicing software prints a QR code that you can pay in cash at one of EasyPay's 3,000 cash desks, or scan with your phone to pay by card through ePay.bg [20]. That code's format is not published. (EasyPay here is the Bulgarian payment network, not the Albanian company of the same name.)
  • An EPC QR code. Since Bulgaria pays in euro and is in SEPA, an EPC QR code can describe a transfer to a Bulgarian BG IBAN. Whether your Bulgarian bank's app can scan one is up to the app; we found no bank page that says so.

Safety: the fake buyer

The Bulgarian police's organised-crime directorate (ГДБОП) warned in September 2025 about a scam aimed at people selling on second-hand sites such as OLX: a "buyer", often writing from a +380 number, sends a link to a fake courier site and asks the seller to enter card number, CVV, PIN and 3D code "to receive the money". More than 100 Bulgarians a year fall for such schemes, according to ГДБОП [21]. BORICA also reported hundreds of IBAN-spoofing frauds in 2024, with losses over €16 million, and said it would offer recipient-name checks under EU Regulation 2024/886 from October 2025 [5]. We found no warning that names blink P2P itself.

  • To receive money by blink P2P you need only your registered phone number. Anyone asking for card details, a PIN or a code "so you can be paid" is a scammer.
  • Check the number before you send. Transfers arrive in seconds, so there is no time to stop one.
  • Don't follow links in messages about payments, fines or deliveries; open your bank's app yourself.
