SGPI

The Dominican Republic's new instant payment system, the Sistema de Gestión de Pagos Instantáneos (SGPI), is still being built. The Banco Central (BCRD) plans to launch it in the first half of 2027. It promises transfers credited within 10 seconds, 24 hours a day, 365 days a year, sent to an alias instead of an account number. Every bank, e-money issuer and card acquirer will have to join it, and fintechs can connect too. Until it opens, Dominicans' fastest interbank option is the BCRD's Pagos al Instante service, which runs on LBTR and takes up to 8 minutes.

How instant payments are coming to the Dominican Republic

Instant transfers aren't new in the country. Since 2014–2015 bank customers have been able to send Pagos al Instante BCRD, which settle on the central bank's LBTR system [1], and the service carried 43.3 million payments in 2025 [2]. Those payments still take up to 8 minutes, and the service stops at night (see LBTR). The SGPI is meant to replace that model:

  • November 2024: the BCRD announced the start of the project to acquire and implement the SGPI. It calls the SGPI a "proyecto país", run with the World Bank's support and with all bank and non-bank payment providers [3].
  • 25 April 2025: the director of the BCRD's payment systems department described the plan as a new stage in the modernisation of SIPARD, meant to promote electronic payments and financial inclusion [4].
  • 28 August 2025: the Junta Monetaria's new payment systems regulation gave the SGPI a legal basis (Articles 60–62, covered below) [5].
  • May 2026: at the BCRD's second Instant Payments Forum, Governor Héctor Valdez Albizu named the builder, CMA Small Systems, working with a BCRD team. He said the platform will take over all retail payments now made through Pagos al Instante and will be running in 2027, the BCRD's 80th anniversary [6].
  • August 2026: a BCRD statement set the production launch for the first half of 2027 [7].

How it will work

What the BCRD has published so far:

  • Speed and hours. Transfers and payments will run 24/7/365, with final crediting within 10 seconds of the order and an immediate notice to both payer and payee [3].
  • Aliases. You'll send money to an alias instead of a full account number [3]. In April 2026 the BCRD's payment systems director described them as "simplified identifiers or aliases" [8]. The BCRD hasn't yet said which identifiers will count as an alias.
  • Who can join. Banks and other financial intermediaries, e-money entities, acquirers and sub-acquirers must join. Other entities may join if they meet the BCRD's technical and operational requirements [5]. The governor told the fintech association Adofintech in July 2026 that non-bank providers will connect "on equal terms" with banks [9].
  • Run only by the central bank. The regulation keeps the running of the country's instant payment systems with the BCRD and bars it from delegating that to a third party [5].

There is nothing to sign up for yet. Banks will add the service to their own apps when the platform opens. How to register an alias, and the age and residency rules, have not been published.

Limits and fees

Not yet published. The BCRD says the SGPI will bring lower fees than today's [3], without giving amounts or limits. For comparison, today's Pagos al Instante fee is set by each bank as a fixed amount (see LBTR). The regulation already bars banks and payment system operators from charging the beneficiary of a transfer [5].

Paying shops and businesses

At launch the platform will carry transfers between individuals and companies (personas físicas y jurídicas). The BCRD's August 2026 statement lists what comes after, enabled gradually [7]:

  • payments to shops with QR codes;
  • government payments;
  • interoperability of card terminals (POS) and ATMs;
  • payment initiation;
  • cross-border payments.

It gave no dates for these later phases.

Paying across borders

Cross-border payments are on the SGPI's list of later phases, with no date [7]. Today the BCRD's regional link is SIPA, which settles US-dollar transfers between Central American central banks and the Dominican Republic over LBTR (see LBTR).

Is there an instant payment QR code in the Dominican Republic?

Not yet. QR codes are planned for the SGPI, but only for paying shops, in a phase after launch [7].

The rules are already written. The August 2025 regulation defines a payment QR code. It says payment providers' electronic channels must be able to show the data for a payment order as a QR code, and to read one and start the payment. The BCRD will set the QR standard, the channels and the deadlines in a separate instructivo [5]. In the public consultation, some commenters asked for QR reading to be optional and phased in. The BCRD advised against that: it said the rollout procedure will come in a complementary instructivo, and that interoperable codes need wide participation by payment providers [5].

We did not find that instructivo, so the Dominican payment QR format is not publicly documented. Many central banks have based theirs on EMVCo merchant-presented QR, but the BCRD has not said what it will use. Until the standard is out, a QR code on a Dominican bill or in a shop isn't a national instant payment code.

Safety: the "your bank is calling" scam

Instant payments leave no time to stop a mistake, and fraud that talks you into a transfer already works on today's rails. The Superintendencia de Bancos warns about vishing. A caller poses as your bank, a technical service or the police, creates urgency ("we detected a suspicious withdrawal"), and asks for passwords, token codes or for you to confirm transfers [10].

  • No bank will ask you for passwords, verification codes or to confirm a transfer you didn't start [10].
  • Hang up and call the official number on your card, website or app.
  • Turn on transaction alerts in your banking app.
