Instant Payments
Instant payments have worked in Montenegro since 20 July 2026, at all 11 banks. You send less than €3,000 from your usual bank app or e-banking to any account in the country, and the money arrives within seconds, at any hour, weekends and holidays included [1] [2]. The Central Bank of Montenegro (CBCG) runs the system on a platform built by the Bank of Italy. The most useful fact: a bank may charge no more than €0.05 to send or to receive an electronic instant payment of up to €200 [2].

| Code on paper? | No. You pay to an account number; QR payments are announced as a later phase, with no date [2] |
How instant payments came to Montenegro
- 10 January 2025: the letter of intent. In Rome, the Bank of Italy and the central banks of Albania, Bosnia and Herzegovina, Kosovo, North Macedonia and Montenegro signed a letter of intent for an instant payment system based on a clone of TIPS, the Eurosystem's instant settlement platform, which the Bank of Italy runs. The platform was to be working within 18 months of the start of work [12]. The CBCG then expected its system to run by June 2026, with QR payments and request-to-pay to follow [13].
- 31 March 2026: the rulebook. The CBCG signed a licence agreement with the European Payments Council that lets it develop and manage a domestic instant payment scheme on SEPA standards, and set the launch for 20 July 2026 [14].
- July 2026: the law. Amendments to the Law on Payment Transactions, in parliament on 7 July 2026, required the payee's bank to make the money available within ten seconds of the order, and the payer's bank to return the funds at once if it gets no confirmation in that time [9]. We didn't find the adopted text.
- 20 July 2026: launch. The CBCG says Montenegro was the first country to start the platform with its whole banking sector at once. The World Bank lent the CBCG €8 million to build it [1]. The Bank of Italy's platform went live the same day for Montenegro and Bosnia and Herzegovina [11].
Usage. In September 2026, the second full month, the system handled on average 5,075 payments a day worth €1,654,847, about €326 per payment. That was 10.1% of all payment orders in the CBCG's systems but 2.00% of their value [3].
How to use it
- Nothing to sign up for. You don't need a new app, account or registration; you use your bank's mobile or internet banking [4].
- Send: enter a payment to the payee's account as usual and choose the instant ("instant" or "urgent") option [1]. Your bank checks the order and sends it; both sides get a confirmation once it is done [7].
- Receive: nothing to do. The money is in your account within seconds [2]; Addiko says within 10 seconds [7].
- Request: not yet. Request-to-pay and payments to a mobile phone number are listed as future phases [2].
Who can use it: individuals and businesses, for payments within Montenegro [2]. The CBCG's video page has how-to videos from 10 banks: Addiko, Adriatic, CKB, Erste, Hipotekarna, Lovćen, Prva banka, Universal Capital Bank, Zapad and Ziraat [6].
Not covered: payments to state accounts for public revenue (taxes, contributions, customs, fees, fines, court costs) can't be made instantly yet [2].
Limits and fees
The CBCG Council set the fee caps; each bank sets its own prices under them [1] [2]:
| Rule for every bank | CKB, from 19 Oct 2026 [8] | |
|---|---|---|
| Maximum per payment | Below €3,000 | Below €3,000 |
| Payments a day | No limit, subject to the bank's rules | — |
| Send up to €200 (app or e-banking) | At most €0.05 | €0.05 in CKB GO |
| Send €200 to €3,000 | No more than a standard transfer | €0.28 in CKB GO |
| Send at a branch | — | €1.45 up to €3,000 |
| Receive up to €200 | At most €0.05 | €0.05 |
| Receive above €200 | — | 0.19% of the amount, at most €150 |
The CBCG's example: ten monthly utility and phone bills that cost €5 in fees at a counter cost no more than €0.50 as instant payments from mobile or internet banking [4].
Two things to check in your own bank's terms. First, CKB's tariff says all "urgent" (hitni) orders are charged as RTGS payments, so pick its instant option, not an urgent one [8]. Second, at Addiko you can set your own per-payment and daily instant limits in mBanking and eBanking [7]. The CBCG publishes every bank's fee documents and comparison tables (ME report).
Limits change; check your bank's current terms.
Paying shops and businesses
You can pay a shop, tradesman or company by instant transfer to its account, and the CBCG pitches faster collection and better liquidity to small businesses [4]. There is no checkout yet: paying at a shop terminal or in an online shop by QR code, as an alternative to cards, was announced at launch with no date [10]. In shops, cards remain the way to pay; there were 27,158 contactless terminals at the end of June 2026 (ME report).
Paying across borders
Montenegro's instant payments are domestic: the CBCG covers payments within the country [2]. What is planned, as of October 2026:
- The platform is regional. It settles instant payments in the participants' currencies in central bank money, and in euro in commercial bank money. The central banks of Albania, Kosovo and North Macedonia were expected to join in November 2026 [11]. We found no date for instant payments between Montenegro and those countries.
- A link to the euro area. The 2025 agreement provides for a bilateral link between the TIPS area and the Western Balkans [12], and the CBCG described the project as a path to the cross-border SEPA instant scheme [13]. No go-live date was in the sources.
- Today, money from the EU comes by SEPA transfer. Montenegrin banks have sent and received SEPA credit transfers since October 2025 (ME report).
Is there an instant payment QR code in Montenegro?
Not yet. An instant payment in Montenegro goes to an account number you type or pick from your contacts. "QR code payments, payments using a mobile phone number, Request to Pay services" are the CBCG's next phases, with no date [2]. The CBCG described the QR service in January 2025 as a code the customer scans with a phone [13]. We found no published Montenegrin QR specification as of 20 October 2026, so its format is unknown.
A code on a bill. We found no standard payment QR on Montenegrin bills; the post office's online bill service asks you to type the details from the bill (ME report). Because Montenegro is in SEPA, an EPC QR code can describe a euro transfer to a Montenegrin IBAN, but we found no Montenegrin bank that says its app scans one.
Neighbours have published national QR standards: Serbia's NBS IPS QR, North Macedonia's MIPS QR and Kosovo's CBK QR. The interbank clearing behind Montenegro's other transfers is RTS/X.
Safety: fake "money for you" messages
Two weeks after launch, on 23 July 2026, the Cybersecurity Agency warned of messages on social media and messaging apps that used the names of the CBCG and Western Union to offer every adult a one-off €50 payment through a link. The link is a phishing trap for personal, financial and banking details [15]. On 13 October 2026 it warned of emails posing as CKB with an "Incoming Payment Draft" attachment that installs malware [5].
- You never need a link, form or attachment to receive money. An instant payment simply lands in your account.
- Check before you confirm. An instant payment generally can't be cancelled once made; check the account number, name and amount [2].
- Call your bank at once if you paid the wrong person or suspect fraud; it will work with the payee's bank [2].
