SOMQR

SOMQR is Somalia's national payment QR code. The Central Bank of Somalia (CBS) launched it on 20 June 2023 as the one standard that every payment provider it regulates must follow when it gives a QR code to a merchant or a customer [1]. The shop shows the code, you scan it in your bank's app and confirm with a PIN or a one-time code. The payment then runs over the Somalia Instant Payment System (SIPS) [3]. It is a bank code for now: seven banks were connected in March 2025, and the mobile money wallets most Somalis use have not joined yet [10].

How SOMQR came to Somalia

Before SOMQR, each Somali provider had its own codes: Hormuud's WAAFI app has let businesses generate QR codes since April 2021 (WAAFI QR). The central bank's answer was one national code:

  • 20 June 2023: the standard. CBS announced the "Unified National Quick Response Code" in press release Ref. 920-CO-06-23. It said SOMQR "follows the internationally recognized EMVCo standards" and that CBS had "joined forces with thirteen commercial banks" to close an interoperability gap [1]. At the launch in Mogadishu, the Governor handed operational guidelines for SOMQR to the chairman of the Somali Bankers Association and to the CEOs of private banks [2]. Trade press reported it within a week [13].
  • 1 April 2024. The Somalia Payment Switch says SOMQR "debuted on 1st April 2024 in collaboration with the Central Bank of Somalia and Somali Bankers Association" [5]. No source explains the gap between the two dates; it may be when SPS took the standard over, but that is not confirmed.
  • January 2025: payments go live. SPS launched SIPS, Somalia's first instant payment system, on BPC's SmartVista platform, "with QR payments support" [3] [4]. CBS announced it on 26 March 2025. By then seven banks had connected, and CBS expected six more banks and "major mobile money operators" to join later in 2025 [3].
  • July 2026: the plan. The CBS Governor wrote that, once fully integrated, SIPS will connect 14 commercial banks and 8 mobile money and e-wallet providers, and that integrating the mobile money operators is "the next priority" [10] [11].

Is SOMQR already on SIPS? The sources disagree on the wording. In March 2025 CBS said SOMQR codes could already be scanned to pay through SIPS [3]. In July 2026 SONNA, the state news agency, reported that CBS "has also linked SIPS to SOMQR" [11]. The Governor's own column the same week spoke of the integration in the future tense ("will make digital payments easier for merchants") [10], and the Eastleigh Voice wrote that CBS "plans to integrate SIPS with SOMQR" [12]. We found no figures on how many SOMQR payments have been made, or how many merchants show a SOMQR code.

How to use it

Neither CBS nor SPS publishes a step-by-step guide. What the sources confirm:

  1. You need a bank app that supports it. At launch CBS said customers would use "their existing mobile apps" [1], and SPS said the participating banks would build SOMQR into those apps [6]. CBS says "all one needs is access to the internet" [2]. No source lists which apps are live.
  2. Pay a shop: scan the code the merchant shows. Confirm the payment with your PIN or a one-time password (OTP) [3].
  3. Pay a person at another bank: CBS says the code saves you typing the beneficiary's account number for an interbank transfer [1].
  4. Pay the government: CBS names the "collection of taxes and fees" among SOMQR's uses [1].

Limits and fees

CBS and SPS publish no SOMQR fees or limits. CBS describes it only as "cost-effective" [1], and the Governor wrote that the old closed-loop systems created "costly inefficiencies" [10]. Each bank sets its own terms. Check the amount and any fee on your app's confirmation screen before you approve.

Paying shops and businesses

  • At the counter: the merchant-presented code is SOMQR's main use on SIPS [3]. CBS wants it to bring smaller traders and informal businesses into digital payments without special equipment [11].
  • Payments from businesses: in July 2026, SIPS carried person-to-person, merchant and government payments. Business-to-person, business-to-government and business-to-business services were still being built [10] [11].
  • Online: SPS describes SIPS as covering "in-person, in-store and online transactions" [8], but no source shows a SOMQR checkout on a website.

Paying across borders

SOMQR is domestic. No source says a SOMQR code can be paid from a foreign app, or a foreign QR code paid through SIPS. SPS lists connecting Somalia "with regional and international payment networks" among SIPS's goals [9], and in July 2026 CBS said it aims to link SIPS to the Pan-African Payment and Settlement System (PAPSS) before the end of 2026 [11] [12]. Whether that link will carry QR payments has not been announced.

How the SOMQR code works

What is known: SOMQR follows EMVCo standards [1]; the merchant presents the code, the customer scans it, and the scan routes the transaction data through SIPS [3]. SPS routes QR payments between participating banks and processes them in a standard way across the network [6]. What isn't known: the payload format is not publicly documented. CBS gave its guidelines to the banks [2] but has not published them, and no source names the EMVCo version or field layout. National codes built on EMVCo's merchant-presented mode usually look like EMVCo MPM, but no SOMQR sample was found to confirm it. Barcoder's SOMQR standard page carries what is known about the format.

So a QR code at a Somali shop is not necessarily SOMQR. It may be a WAAFI QR code for Hormuud's app, or a bank's own wallet code: Premier Bank's Premier Wallet, for example, pays merchants "using QR code, or Merchant ID" and pays people by scanning a QR code [15]. No source says whether WAAFI's or Premier Wallet's codes are SOMQR codes. Premier Bank is not among the 12 banks on SPS's partner list [7]. Your app tells you which codes it can pay.

Safety: fake payment messages

Neither CBS nor SPS has published a SOMQR scam warning. The most reported Somali mobile money fraud is the fake transfer notification: a scammer sends a message that looks like a real incoming payment, then calls to say it was sent by mistake and asks you to send it back. In a 2021 survey of more than 3,200 people by Bareedo Platform Somalia, nearly 69 % of Somali mobile money users said they had met such scams [14]. The same trick works with any instant payment.

  • Check your balance in the app, not the message, before you believe a payment arrived [14].
  • Never tell anyone your PIN or OTP. SOMQR payments are approved with them [3], so whoever has them can pay.
  • Check the merchant's name and the amount on the confirmation screen before you confirm.
