## Overview

**Bangla QR** is **Bangladesh's national interoperable QR-payment standard**, issued by **Bangladesh Bank (BB)** with **EMVCo MPM (Merchant-Presented Mode) compliance** [2][2], [3][3], [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD). The standard was first announced **11 March 2019** and operationalised through bank rollouts starting **2020**, with **full interoperability achieved 1 November 2025** and **instant QR transfers from 15 December 2025** [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD). The earliest bank deployment was **Mutual Trust Bank (MTB) with Mastercard**; **City Bank** later launched the **first interoperable Bangla QR supporting 4 networks** (American Express, UnionPay, Mastercard, Visa) in a single QR.

A key regulatory move: BB required **all non-EMVCo / proprietary QR codes to be replaced with Bangla QR by 31 December 2021** [2][2] — a hard regulatory sunset for closed-loop QRs. This is structurally similar to [NQR](https://docs.barcoder.ai/docs/standards/nqr) Nigeria's mandate but with the critical contextual difference that Bangladesh's mobile-financial-services (MFS) ecosystem — dominated by **bKash, Nagad, and Rocket** — is exceptionally strong, meaning Bangla QR must compete with entrenched MFS QR offerings (bKash QR especially) for merchant acceptance.

## History

**Background — Bangladeshi payment landscape pre-Bangla QR** [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD):
- **bKash** (BRAC Bank) — largest mobile-financial-services provider; tens of millions of users.
- **Nagad** — postal MFS; rapid growth.
- **Rocket** — Dutch-Bangla Bank MFS.
- **NPSB** (National Payment Switch Bangladesh) — interbank switch since 2012 (operated by LankaClear/Bangladesh Bank).
- Pre-Bangla QR: multiple proprietary closed-loop QRs (bKash, Nagad, individual banks).

**11 March 2019 — Bangladesh Bank issues Bangla QR guidelines** [2][2], [3][3]:
- BB adopts **EMV® Merchant-Presented QR Code Specification (EMV® QRCPS)** as the national standard.
- Working Committee agrees to develop common and interoperable QR.
- Hard sunset: non-EMVCo/proprietary QRs to be replaced by **31 December 2021**.

**Initial bank rollouts (2020)** [2][2], [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD):
- **Mutual Trust Bank (MTB) + Mastercard** — first Bangla QR launch.
- **City Bank** (35 % credit-card market share, largest credit-card player) — first to launch **4-network-interoperable QR** (Amex + UnionPay + Mastercard + Visa) in a single Bangla QR.

**Cash dominance challenge** [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD):
- As of **December 2024**, **71.7 % of Bangladeshi transactions are still cash-based**.
- Annual cash-management cost: BDT 20,000 crore (~US $180M).
- Digital-payment transformation is ongoing but slow against entrenched cash culture.

**TakaPay national card scheme launch (June 2024)** [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD):
- BB launches **TakaPay** — Bangladesh's national card scheme.
- Bangla QR + TakaPay together form the consolidated national-payment-acceptance fabric.

**Full interoperability (1 November 2025)** [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD):
- All banks + MFS providers required to support full cross-rail Bangla QR interoperability.

**Instant QR transfers (15 December 2025)** [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD):
- Bangla QR transactions settle instantly across rails.

## Technical specification

Bangla QR is **a textbook EMVCo MPM national QR standard** [2][2], [3][3]:

| Layer | Description |
|---|---|
| **Standards body** | **Bangladesh Bank (BB)** |
| **Specification** | **EMV® Merchant-Presented QR Code Specification (EMV® QRCPS)** |
| **Mode** | MPM (Merchant-Presented Mode) primary |
| **Compliance deadline** | All non-EMVCo QRs to be replaced by **31 December 2021** |
| **Underlying rail** | **NPSB** (National Payment Switch Bangladesh) for interbank |
| **National card scheme** | **TakaPay** (since June 2024) |
| **MFS integration** | bKash, Nagad, Rocket integrate with Bangla QR |
| **Currency** | BDT (Bangladeshi taka) |

**EMV QRCPS specification** [2][2]:
- Standardised TLV-encoded payload (same EMVCo MPM spec used by [SGQR](https://docs.barcoder.ai/docs/standards/sgqr), [NQR](https://docs.barcoder.ai/docs/standards/nqr), [DuitNow QR](https://docs.barcoder.ai/docs/standards/duitnow-qr), [PromptPay QR](https://docs.barcoder.ai/docs/standards/promptpay-qr), etc.).
- Merchant displays QR; customer scans with bank app or MFS wallet.
- Customer's app reads merchant payload, initiates payment, settles via NPSB.

**Multi-network single-QR (City Bank model)** [3][3]:
- City Bank's Bangla QR encodes **4 payment-network options** (Amex, UnionPay, Mastercard, Visa) in a single merchant QR.
- Customer's card determines which network processes the transaction.
- An interesting variant of EMVCo MPM's multi-scheme support.

**Compliance enforcement** [2][2]:
- BB regulatory deadline (31 Dec 2021) — sunset for proprietary QR.
- Banks/MFS that failed to comply faced supervisory consequences.

## Use cases

**Merchant payments (P2B)** [2][2], [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD): Customer scans merchant Bangla QR → pays via bank app, debit card, credit card, or MFS wallet.

**Cross-bank / cross-MFS interoperability** [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD): A bKash user can pay a Bangla QR merchant served by a different bank/MFS; full interop since 1 November 2025.

**Multi-network card payment (City Bank style)** [3][3]: Single QR accepts Visa, Mastercard, Amex, UnionPay — useful for tourist-facing merchants.

**Public-sector payments (emerging)** [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD): Government fee payment via Bangla QR is part of the TakaPay-aligned rollout.

**Replacing cash for small purchases** [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD): 71.7 % cash baseline = enormous addressable market for displacement.

## Implementations & ecosystem

**Standards body**: **Bangladesh Bank (BB)**.

**Interbank rail**: **NPSB** (operated via LankaClear).

**National card scheme**: **TakaPay** (BB, June 2024).

**Major bank participants** [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD):
- **Sonali Bank** (state, largest by assets).
- **Islami Bank Bangladesh**.
- **BRAC Bank** (owns bKash).
- **Dutch-Bangla Bank** (owns Rocket).
- **City Bank** (largest credit-card player, multi-network Bangla QR).
- **Mutual Trust Bank** (first Bangla QR launch with Mastercard).
- Standard Chartered Bangladesh, HSBC Bangladesh.

**MFS providers**:
- **bKash** (BRAC Bank) — largest.
- **Nagad** (postal).
- **Rocket** (Dutch-Bangla).

**No public open-source SDK** — Bangla QR integration via bank and MFS developer APIs.

## Fun facts

- **31 December 2021 hard sunset for proprietary QR**: One of the most aggressive regulatory deadlines for non-EMVCo QR replacement globally — comparable to [NQR](https://docs.barcoder.ai/docs/standards/nqr) Nigeria's framework but with stricter enforcement signalling.
- **City Bank's 4-network single QR**: City Bank packed **Amex + UnionPay + Mastercard + Visa** into a single Bangla QR — among the first national-QR deployments to leverage EMVCo MPM's multi-scheme capacity at full breadth.
- **Mutual Trust Bank + Mastercard first**: MTB was the first Bangladeshi bank to deploy Bangla QR — partnering with Mastercard for the network rails. A canonical "regulator-mandated, bank-Mastercard partnership-first" rollout pattern.
- **bKash competitive pressure**: Bangla QR has had to compete with bKash QR's entrenched merchant acceptance — bKash holds extraordinary merchant penetration in Bangladesh. The interoperability mandate is intended to **dissolve the bKash closed-loop advantage** by forcing acceptance interop.
- **71.7 % cash in Dec 2024**: One of the highest cash-share figures of any major economy with a defined QR national rail. The displacement opportunity is enormous; execution is the constraint.
- **TakaPay launch June 2024**: BB's national card-scheme launch follows a familiar pattern ([Mada](https://docs.barcoder.ai/docs/standards/mada) SA, RuPay IN, Meeza EG, Mir RU) — economic-sovereignty motivation for not relying solely on Visa/Mastercard.
- **Bangla QR + TakaPay together = full domestic payment-acceptance stack**: Without TakaPay, Bangla QR depends on international card networks for settlement. TakaPay provides the indigenous card-network completeness.
- **November 1, 2025 interoperability + December 15, 2025 instant settlement**: A tight 6-week sequence of milestone activations in 2025.

**Closest peer**: [NQR](https://docs.barcoder.ai/docs/standards/nqr) (NG) — both are EMVCo-mandated national QRs in large emerging economies with strong incumbent mobile-money/MFS competitors. Bangla QR has the advantage of TakaPay (national card scheme) and Bangladesh Bank's stricter enforcement timeline.

**Structural distinction**: Bangla QR's **multi-network single-QR** approach (City Bank model) is a comparatively unusual EMVCo MPM deployment.

## Status

**Active, full interoperability achieved 2025** [2][2], [Bangladesh report](https://docs.barcoder.ai/docs/payments/BD):
- **Guidelines issued March 2019**; proprietary QR sunset **31 December 2021**.
- **Full interoperability** since **1 November 2025**.
- **Instant settlement** since **15 December 2025**.
- **TakaPay national card scheme** since June 2024.
- **MFS integration**: bKash, Nagad, Rocket.
- **71.7 % cash baseline** in late 2024 — large displacement runway.

**Outlook**: Continued displacement of cash; battle with bKash/Nagad closed-loop merchant networks; possible cross-border integration with regional peers (likely [UPI QR](https://docs.barcoder.ai/docs/standards/upi-qr) India given the Bangladesh-India payments corridor).
