## Overview

**PayNow** is **Singapore's national P2P instant-payment service**, launched **10 July 2017** by the **Association of Banks in Singapore (ABS)** [1][1], [2][2], [Singapore report](https://docs.barcoder.ai/docs/payments/SG). PayNow was the **foundational standalone rail** that **[SGQR](https://docs.barcoder.ai/docs/standards/sgqr)** (2018) and **[SGQR+](https://docs.barcoder.ai/docs/standards/sgqr-plus)** (2022) were later built on top of — making PayNow the underlying instant-payment substrate beneath Singapore's unified-QR architecture. PayNow enables free, 24/7/365 Singapore-dollar transfers using **mobile number, NRIC/FIN, or UEN (Unique Entity Number)** as a proxy for bank account number — eliminating the need to share bank details for everyday transfers.

PayNow runs on Singapore's **FAST (Fast And Secure Transfers)** instant rail and was launched with **7 banks** participating from day 1: **Citibank, DBS/POSB, HSBC, Maybank, OCBC, Standard Chartered, and UOB** — covering essentially the full Singaporean banking system from the moment of launch [1][1], [2][2]. PayNow's **cross-border connectivity** is among the most ambitious globally: live **link with India's [UPI QR](https://docs.barcoder.ai/docs/standards/upi-qr)** since 2023 enables real-time cross-border transfers between two of Asia's most-used payment rails — a direct policy-level precursor to the BIS's "[PromptPay QR](https://docs.barcoder.ai/docs/standards/promptpay-qr)-PayNow" multi-country linkage models [Singapore report](https://docs.barcoder.ai/docs/payments/SG).

## History

**Background — Singapore's pre-PayNow payment infrastructure** [Singapore report](https://docs.barcoder.ai/docs/payments/SG):
- **FAST (Fast And Secure Transfers)** — launched 2014 by ABS; Singapore's instant inter-bank rail.
- Pre-FAST: bank-to-bank transfers required full account numbers, took business days.
- **DBS PayLah!** (2014) — DBS's wallet, popular but locked to DBS customers.
- The strategic question by 2016: how to unify the bank ecosystem with a phone-number-addressable layer.

**10 July 2017 — PayNow launches** [1][1], [2][2]:
- ABS announces PayNow live at 8:00 am on 10 July 2017.
- **7 participating banks** at launch: Citibank, DBS/POSB, HSBC, Maybank, OCBC, Standard Chartered, UOB.
- Identifiers: **mobile number** or **NRIC/FIN** linked to bank account.
- 24/7/365 availability; free for customers.

**2018 — Corporate identifiers (UEN)** [Singapore report](https://docs.barcoder.ai/docs/payments/SG):
- PayNow extended to **businesses** via **Unique Entity Number (UEN)** as identifier.
- Enables business-to-business and consumer-to-business flows.

**2018 — [SGQR](https://docs.barcoder.ai/docs/standards/sgqr) launches atop PayNow** [Singapore report](https://docs.barcoder.ai/docs/payments/SG):
- **September 2018** — Singapore launches [SGQR](https://docs.barcoder.ai/docs/standards/sgqr) (the **world's first unified payment QR code**).
- [SGQR](https://docs.barcoder.ai/docs/standards/sgqr) sits as a single QR label that any participating payment scheme — including PayNow — can be accepted from.
- This made PayNow QR a subset of [SGQR](https://docs.barcoder.ai/docs/standards/sgqr)'s unified acceptance — but PayNow continued to operate as the underlying P2P + P2M rail.

**Cross-border milestones** [Singapore report](https://docs.barcoder.ai/docs/payments/SG):
- **2021** — PayNow-PromptPay cross-border link with Thailand: first multi-currency, multi-bank-rail real-time linkage in the world. Both rails interconnect via central-bank-coordinated settlement.
- **2023** — PayNow-UPI link with India: real-time cross-border between two heavily-used payment systems, enabling Indian-Singapore remittance corridors.
- **2025** — additional cross-border partners under discussion (Malaysia DuitNow already linked via central-bank initiatives).

**Reaching Singapore-wide adoption** [Singapore report](https://docs.barcoder.ai/docs/payments/SG):
- By 2024, **only 13 % of Singapore POS spending was cash** — declining to 8 % projected by 2030.
- PayNow + [SGQR](https://docs.barcoder.ai/docs/standards/sgqr) together drive the cash-displacement, supported by:
  - Free P2P
  - Universal phone-number addressing
  - Cross-border integration making remittance + tourism friction-free.

## Technical specification

PayNow is the **Singapore reference for ISO-20022-aligned proxy-addressed instant payment** [1][1], [2][2]:

| Layer | Description |
|---|---|
| **Scheme operator** | **Association of Banks in Singapore (ABS)** |
| **Regulator** | **MAS** (Monetary Authority of Singapore) |
| **Underlying instant rail** | **FAST** (Fast And Secure Transfers) — operating since 2014 |
| **Settlement** | Instant; final settlement via MEPS+ (RTGS) |
| **Currency** | SGD |
| **Identifiers (proxies)** | Mobile number, NRIC, FIN, UEN |
| **Availability** | 24/7/365 |
| **Cost** | Free for consumers |
| **Cross-border** | PayNow ↔ PromptPay (TH, 2021), PayNow ↔ UPI (IN, 2023) |

**Proxy directory** [Singapore report](https://docs.barcoder.ai/docs/payments/SG):
- ABS operates the central **PayNow proxy directory** — maps proxy IDs (phone/NRIC/UEN) to bank account numbers.
- Users register their phone or NRIC to **one specific bank account**.
- The sender queries the directory at transaction time → fetches the recipient's bank + account → initiates FAST transfer.

**QR-payment overlay** [Singapore report](https://docs.barcoder.ai/docs/payments/SG):
- PayNow QR encodes the recipient's proxy identifier (typically UEN for merchants).
- Scanner's PayNow-enabled bank app parses the QR → initiates a PayNow transfer.
- Since 2018, PayNow QR is **integrated into [SGQR](https://docs.barcoder.ai/docs/standards/sgqr) as one of the supported acceptance schemes** — a merchant displays a single [SGQR](https://docs.barcoder.ai/docs/standards/sgqr) label and PayNow is one of the rails that can accept against it.

**Cross-border architecture (with [PromptPay QR](https://docs.barcoder.ai/docs/standards/promptpay-qr) and [UPI QR](https://docs.barcoder.ai/docs/standards/upi-qr))** [Singapore report](https://docs.barcoder.ai/docs/payments/SG):
- **PayNow-PromptPay (TH, 2021)**: Singapore mobile-number-addressed flow ↔ Thai mobile-number-addressed flow. Both central banks (MAS + Bank of Thailand) coordinate FX settlement.
- **PayNow-UPI (IN, 2023)**: PayNow ↔ NPCI's [UPI QR](https://docs.barcoder.ai/docs/standards/upi-qr) system. Effectively connects Singapore's bank-coordinated rail with India's NPCI-operated rail. Enables Indian-Singapore remittance corridor real-time at consumer prices.

## Use cases

**P2P transfers (cardinal use case)** [1][1], [Singapore report](https://docs.barcoder.ai/docs/payments/SG): Splitting bills, paying friends, sending money to family. Free, instant, phone-number-based.

**P2M (UEN-addressed business payments)** [Singapore report](https://docs.barcoder.ai/docs/payments/SG): Customers pay merchants by entering UEN or scanning the merchant's QR. UEN is **mandatory for Singaporean businesses**, so any registered business can accept PayNow without separate registration.

**[SGQR](https://docs.barcoder.ai/docs/standards/sgqr) integration** [Singapore report](https://docs.barcoder.ai/docs/payments/SG): Most consumer-facing PayNow QR experiences run through [SGQR](https://docs.barcoder.ai/docs/standards/sgqr) — single QR label, multiple acceptance rails behind it (PayNow + NETS + GrabPay + others).

**Government disbursements** [Singapore report](https://docs.barcoder.ai/docs/payments/SG): COVID-era stimulus payments (e.g., SG Bonus, Solidarity Payment) were distributed via PayNow — government identifies recipient by NRIC, pushes funds to their PayNow-registered bank account. Reached citizens within hours of policy announcement.

**Cross-border remittance and tourism** [Singapore report](https://docs.barcoder.ai/docs/payments/SG):
- Singaporean tourists in Thailand scan [PromptPay QR](https://docs.barcoder.ai/docs/standards/promptpay-qr) merchants and pay from their Singapore bank account.
- Thai workers in Singapore receive salaries to a Singapore bank and remit home via PayNow-PromptPay in real time, much cheaper than traditional remittance.
- Same dynamic for Indian diaspora via PayNow-UPI.

**Salary and corporate disbursement** [Singapore report](https://docs.barcoder.ai/docs/payments/SG): Many Singaporean businesses use PayNow for instant salary disbursement — eliminates batch cycle of GIRO.

## Implementations & ecosystem

**Participating banks (live)** [1][1], [Singapore report](https://docs.barcoder.ai/docs/payments/SG):
- **Citibank Singapore Limited**
- **DBS Bank / POSB**
- **HSBC Singapore**
- **Maybank Singapore**
- **OCBC Bank**
- **Standard Chartered Bank Singapore**
- **United Overseas Bank (UOB)**
- Plus subsequent additions including digital banks (Trust Bank, GXS).

**Cross-border partners**:
- **Bank of Thailand / NITMX** — for PayNow-PromptPay (2021).
- **NPCI India** — for PayNow-UPI (2023).
- Future: **PayNet Malaysia** ([DuitNow QR](https://docs.barcoder.ai/docs/standards/duitnow-qr)) under bilateral discussion via BIS Project Nexus.

**No public open-source SDK** — PayNow integration is via participating bank APIs.

## Fun facts

- **World's first standalone phone-number-addressed national P2P rail** with universal bank coverage: PayNow launched in 2017 with 7 banks covering essentially Singapore's full retail-banking market — a structurally cleaner debut than peers that launched with only 2-3 banks and expanded incrementally.
- **NRIC as identifier**: PayNow lets users register their **NRIC** (national ID number) as an identifier — meaning a Singaporean can be paid by anyone who knows their NRIC. This is unusual; most peer systems use only mobile numbers or aliases. NRIC-as-identifier reflects Singapore's high-trust civic infrastructure (e.g., SingPass).
- **UEN-as-merchant-identifier**: All Singapore businesses have a UEN, so PayNow merchant acceptance had **zero registration friction** — every existing business was automatically PayNow-payable.
- **PayNow-PromptPay (2021) was a world first**: First multi-currency cross-border real-time payment between national instant rails. Singapore + Thailand became the global reference architecture for what later evolved into BIS Project Nexus.
- **PayNow-UPI (2023)**: Connecting Singapore's bank-coordinated rail with India's NPCI-operated [UPI QR](https://docs.barcoder.ai/docs/standards/upi-qr) required reconciling two structurally different governance models (banks vs central-bank-owned NPO) — a precedent for future cross-rail interoperability.
- **PayNow underneath SGQR**: Most consumers don't realise PayNow QR is technically a subset of [SGQR](https://docs.barcoder.ai/docs/standards/sgqr) acceptance. The "world's first unified QR" achievement is structurally PayNow's underlying rail showing up in a unified label.
- **Cash share fell to 13 % by 2024**: From 28 % in 2018 to **13 % by 2024**, projected 8 % by 2030 — PayNow + [SGQR](https://docs.barcoder.ai/docs/standards/sgqr) are the primary cash-displacement levers.
- **Bank-association governance, not central-bank-operated**: ABS is a bank-trade-association — making PayNow structurally more like [Wero](https://docs.barcoder.ai/docs/standards/wero) or [Zelle QR](https://docs.barcoder.ai/docs/standards/zelle-qr) than [UPI QR](https://docs.barcoder.ai/docs/standards/upi-qr) or [MIA QR](https://docs.barcoder.ai/docs/standards/mia-qr). MAS supervises but doesn't operate.

**Closest peer**: [PromptPay QR](https://docs.barcoder.ai/docs/standards/promptpay-qr) — both are national instant rails with phone-number addressing, launched in similar 2017 timeframe, and are mutually cross-border-linked since 2021.

**Structural distinction**: PayNow's **NRIC-as-identifier** option reflects Singapore's high-trust civic identity infrastructure — a design choice few other markets could replicate.

## Status

**Active, near-saturation in Singapore** [1][1], [Singapore report](https://docs.barcoder.ai/docs/payments/SG):
- **7+ banks live** (effectively all of Singapore's retail banking).
- **24/7/365 free**.
- **[SGQR](https://docs.barcoder.ai/docs/standards/sgqr) integration** (since 2018) brings PayNow into unified-QR acceptance.
- **Cross-border**: PayNow-PromptPay (TH, 2021); PayNow-UPI (IN, 2023).
- **Cash share 13 %** at POS (2024), projected 8 % by 2030.

**Outlook**: Continued cross-border integration (likely [DuitNow QR](https://docs.barcoder.ai/docs/standards/duitnow-qr) MY and further BIS Project Nexus partners), and ongoing tightening of the [SGQR](https://docs.barcoder.ai/docs/standards/sgqr) / [SGQR+](https://docs.barcoder.ai/docs/standards/sgqr-plus) unified-acceptance fabric.
