## Overview

**Wero** is the **European Payments Initiative (EPI)**'s pan-European digital wallet, launched in **2024** and designed to provide European consumers and merchants with a **sovereign alternative to American payment platforms** (Visa, Mastercard, PayPal, Apple Pay, Google Pay) [1][1], [2][2]. It replaces several legacy national payment systems: **Giropay** in Germany, **Paylib** in France, **Payconiq** in Belgium and Luxembourg, and is being positioned to gradually extend or replace **iDEAL** in the Netherlands [1][1]. Wero rolled out country-by-country: **Germany on 2 July 2024**, **France on 30 September 2024**, **Belgium on 19 November 2024**, with Netherlands rollout following [1][1], [3][3].

Adoption ramped sharply through 2025: **~14 million users in November 2024** → **43.5 million users after the first 12 months** → **50+ million by February 2026** with **100+ million transactions** and **€7.5 billion+ transferred** [1][1]. EPI's **16 founding shareholders** include essentially every major bank in Germany, France, Belgium, and the Netherlands: BNP Paribas, Deutsche Bank, ING, Société Générale, Sparkassen-Finanzgruppe, ABN Amro, KBC, Rabobank, BPCE, Crédit Agricole, Crédit Mutuel, La Banque Postale, DZ Bank, Belfius, plus payment processors Worldline and Nexi [1][1].

## History

**Background — the European-sovereignty motivation** [1][1], [2][2]: EU policymakers and European banks have long been concerned about Europe's dependence on US payment networks (Visa, Mastercard) and US fintechs (PayPal, Apple Pay, Google Pay) for digital payments. European-controlled card networks (Bancomat in Italy, Girocard in Germany, Cartes Bancaires in France) operate domestically but lack pan-European interoperability and consumer-app integration. The **European Payments Initiative (EPI)**, originally called PEPSI (Pan-European Payments System Initiative), was launched in **2020** to build a unified European digital wallet that could compete with US alternatives [2][2].

**Initial scope vs final scope (2020–2023)** [2][2]: The 2020 EPI launch envisioned a full card-network alternative — replacing Visa and Mastercard at the rail level for European transactions. Over 2021–2023 this ambition was scaled back as several founding banks dropped out and the project refocused on the wallet-and-account-to-account-payment layer (replacing PayPal-style and Girocard-style domestic payment instruments rather than rebuilding the card-acceptance infrastructure).

**16 founding shareholders** (as of 2024) [1][1]:

Belgium / France / Germany / Netherlands banks:
- **Germany**: Deutsche Bank, Sparkassen-Finanzgruppe, DZ Bank
- **France**: BNP Paribas, Groupe BPCE, Crédit Agricole, Crédit Mutuel, La Banque Postale, Société Générale
- **Belgium**: Belfius, KBC Bank
- **Netherlands**: ABN Amro, ING Group, Rabobank
- **Italy / payment processors**: Nexi, Worldline

**Brand naming** [4][4]: EPI selected "**Wero**" as the commercial name in late 2023. The name was chosen to be brand-neutral (not language-specific to any EU member state) and recognisable across European-language speakers.

**Country-by-country launch (2024)** [1][1], [3][3]:

| Date | Country | Initial scope |
|---|---|---|
| **2 July 2024** | **Germany** | Two German banks live on day 1; P2P only |
| **30 September 2024** | **France** | Major French banks live; replaced Paylib (35 million users transitioned) |
| **19 November 2024** | **Belgium** | Replaced Payconiq Belgium |
| (later 2024 / 2025) | **Netherlands** | Phased replacement of iDEAL functionality |
| (later 2024 / 2025) | **Luxembourg** | Replaced Payconiq Luxembourg |

**Roadmap** [1][1], [3][3], [France report](https://docs.barcoder.ai/docs/payments/FR), [Germany report](https://docs.barcoder.ai/docs/payments/DE):

| Year | Phase |
|---|---|
| **2024** | P2P transfers live across DE, FR, BE |
| **Late 2024** | First online retailers; e-commerce pilot |
| **2025** | **Online payment functions extended**; QR-payment-at-merchants and merchant services |
| **2026** | **NFC point-of-sale payments** at physical checkout |

**Recent partner additions** [5][5]:
- **December 2025**: Deutsche Bank launches Wero in addition to its bank-app integration.
- **March 2026**: **Worldpay** (Global Payments-owned) joins EPI to offer Wero to its acquired merchants.

## Technical specification

Wero runs on **SEPA Instant Credit Transfer (SCT Inst)** rails, settling transactions in **central-bank money via TIPS** (TARGET Instant Payment Settlement, the ECB's instant settlement platform) and via **RT1** (EBA Clearing's instant payment system) [1][1], [France report](https://docs.barcoder.ai/docs/payments/FR), [Germany report](https://docs.barcoder.ai/docs/payments/DE):

| Layer | Description |
|---|---|
| **Underlying rail** | SCT Inst via TIPS (ECB) and RT1 (EBA Clearing) |
| **Settlement** | Real-time (≤ 10 seconds, per EU 2024/886 mandate) |
| **Currency** | EUR (eurozone-only) |
| **Standard body** | EPI Company (Brussels) |
| **App distribution** | Standalone Wero app (iOS / Android) + integration in major European bank apps |
| **Identifier types** | Phone number, email, or QR code |

**Interaction modes** [1][1], [France report](https://docs.barcoder.ai/docs/payments/FR):

| Mode | Status | Description |
|---|---|---|
| **P2P transfer (phone / email)** | **Live 2024** | Send by recipient's phone number or email; instant settlement |
| **P2P transfer (QR code)** | **2025** | Generate a personal QR code for receiving; no phone-number disclosure required |
| **E-commerce checkout** | **Pilot Dec 2024 → 2025** | Online merchant integration; pay by Wero alongside cards / PayPal |
| **QR merchant payment** | **2025** | Dynamic merchant QR scanned by consumer's Wero (or banking) app |
| **NFC point-of-sale** | **2026 planned** | Tap-to-pay at physical POS terminals |
| **Verification of Payee** | **2024+** | EU 2024/886-mandated payee-IBAN verification before SCT Inst transfer |

**Wero app architecture** [1][1], [France report](https://docs.barcoder.ai/docs/payments/FR), [Germany report](https://docs.barcoder.ai/docs/payments/DE):
- **Standalone Wero app** (iOS / Android) — usable by anyone with a participating-bank account; runs on the SCT Inst rail under the hood.
- **Bank-app integration** — major European banks (BNP Paribas, Deutsche Bank, ING, Société Générale, etc.) have integrated Wero functionality directly into their existing mobile banking apps. Users can pay via Wero without installing the separate Wero app.

**Cross-border within EPI countries** [1][1]: A user in Germany can send Wero P2P to a user in France or Belgium — fully cross-border within the EPI participating countries from day one. This is structural to the pan-European-sovereignty design.

## Use cases

Wero's use cases evolve by feature-rollout phase [1][1], [France report](https://docs.barcoder.ai/docs/payments/FR), [Germany report](https://docs.barcoder.ai/docs/payments/DE):

**Currently live (2024–2025)**:
- **P2P transfers** — by phone, email, or QR code. Replaces Paylib (France), Giropay (Germany), Payconiq (Belgium / Luxembourg). The 35M-user Paylib base transitioned to Wero in late 2024.
- **E-commerce checkout** — early-pilot retailers (BNP Paribas-acquired e-commerce sites, others) accept Wero alongside cards.
- **Donation campaigns** — NGOs and charities use Wero's phone-number-based P2P for donation collection.
- **Service / freelancer payments** — pay-the-plumber-after-the-job kind of use case.

**Coming 2025–2026** [1][1]:
- **QR-merchant payments** at physical retail point of sale.
- **NFC point-of-sale** (planned 2026) — tap-to-pay at NFC-equipped POS terminals as a card-network alternative.
- **Subscription / recurring payments** — newer feature in roadmap.

**Adoption** [1][1]:
- **~14 million users** (Nov 2024) → **43.5 million** (12-month mark) → **50+ million** (Feb 2026)
- **100+ million transactions**, **€7.5+ billion transferred** (by early 2026)
- **35 million Paylib users** transitioned in France
- **€7.5+ billion** transferred via Wero by November 2024

## Implementations

Wero's integration model is **bank-mediated** via EPI Company; the standalone Wero app is the consumer-facing default for users whose bank doesn't yet integrate Wero natively [1][1].

**Production bank apps consuming Wero**:

**France** [France report](https://docs.barcoder.ai/docs/payments/FR):
- **Mes Comptes** (BNP Paribas), **Ma Banque** (Crédit Agricole), **L'Appli SG** (Société Générale), **Banxo** (BPCE / Banque Populaire / Caisse d'Épargne), **Crédit Mutuel**, **La Banque Postale**

**Germany** [Germany report](https://docs.barcoder.ai/docs/payments/DE):
- **Deutsche Bank Mobile**, **Sparkasse app**, **VR Banking** (Volksbanken/Raiffeisenbanken)

**Belgium**:
- **BNP Paribas Fortis**, **KBC**, **Belfius**

**Netherlands**:
- **ABN Amro**, **ING**, **Rabobank** (rollout progressing)

**Standalone Wero app** — available on iOS and Android since the July 2024 launch; can be used by any user with a participating-bank account without requiring bank-app integration [France report](https://docs.barcoder.ai/docs/payments/FR).

**Merchant integration**:
- **EPI Company's developer platform** — gated, partner-banks-and-acquirers only.
- **Worldpay** (joined EPI March 2026) — provides Wero as a payment method to acquired merchants [5][5].
- **Major European PSPs** (Stripe, Adyen, Worldline, Nexi, Mollie) are progressively adding Wero as a checkout option for online retailers.

**No open-source library ecosystem** — Wero is operationally closed; production integration requires EPI partnership.

## Comparison

**vs. [Bizum](https://docs.barcoder.ai/docs/standards/bizum) (Spain), [MB WAY QR](https://docs.barcoder.ai/docs/standards/mb-way-qr) (Portugal), Bancomat (Italy via EuroPA)** — Important: **Wero and EuroPA are different European cross-border payment initiatives operating in different country groups**. Wero covers **Germany / France / Belgium / Netherlands / Luxembourg** (the EPI footprint). EuroPA covers **Spain / Portugal / Italy** (the southern-European footprint). **A June 2025 EuroPA-EPI partnership** announced a feasibility study to integrate the two for **15-country, 382M-population coverage**, with the study due December 2025 [bizum-ref], [mb-way-ref], [Portugal report](https://docs.barcoder.ai/docs/payments/PT).

**vs. [EPC QR / Stuzza](https://docs.barcoder.ai/docs/standards/epc-qr) (pan-European invoice standard)** — Complementary, not competing. EPC QR is for **printed-invoice payment-initiation** via QR scan from any SCT-Inst-capable bank app; Wero is for **app-native P2P and merchant-checkout payments**. Both ride SCT Inst at the rail level. EPC QR is older (2013); Wero is newer (2024). Coexistence expected for the foreseeable future [[epc-ref]].

**vs. national legacy products being replaced**:

| Country | Replaced product | Replacement timing |
|---|---|---|
| **Germany** | **Giropay** (online banking redirect) | Giropay discontinued 31 December 2024; Wero replaces |
| **France** | **Paylib** | Discontinued early 2025; 35M users transitioned to Wero |
| **Belgium** | **Payconiq Belgium** | Replaced by Wero from November 2024 |
| **Luxembourg** | **Payconiq Luxembourg** | Replaced |
| **Netherlands** | iDEAL (partial overlap) | iDEAL continues; Wero adds P2P + e-commerce + NFC features alongside |

**vs. [Alipay QR](https://docs.barcoder.ai/docs/standards/alipay-qr) / [WeChat Pay QR](https://docs.barcoder.ai/docs/standards/wechat-pay-qr) (China)** and **[UPI QR](https://docs.barcoder.ai/docs/standards/upi-qr) (India)** and **[Pix](https://docs.barcoder.ai/docs/standards/pix) (Brazil)** — Different policy lineage. Wero is a **bank-consortium-led, EU-policy-supported** initiative; Alipay/WeChat are **private-company-led, regulator-tolerated**; UPI/Pix are **central-bank-led**. The European banking-system response to Big Tech payment-platform dominance (Wero/EPI) is structurally different from the Indian-government-or-Brazilian-central-bank response (UPI/Pix), reflecting Europe's bank-consortium institutional reflexes [[alipay-ref], [pix-ref]].

**vs. Apple Pay / Google Pay / PayPal** — The **defining strategic comparison**. Wero is positioned as the European-sovereignty alternative — the same payment-experience-quality as Apple/Google Pay or PayPal, but European-owned, European-data-domiciled, and SCT-Inst-routed (no card-network fees). Whether Wero achieves competitive consumer pull against Apple/Google Pay's entrenched user bases is the **open strategic question** of 2025–2027 for European payment infrastructure.

## Fun facts

**Wero is one of the most-watched European payment-infrastructure rollouts of the 2020s** [1][1], [2][2] — partly because of its overt political framing as a **European-sovereignty alternative to US payment platforms**, and partly because of its scale (~382M-person potential market across EPI + EuroPA partner countries if the integration happens). Most national mobile-payment-system launches are quiet; Wero's launches were promoted at the level of national-bank-CEO press conferences.

The **35 million Paylib users in France transitioning to Wero in late 2024** [France report](https://docs.barcoder.ai/docs/payments/FR) is one of the largest single-product migrations in European payment history. EPI / Wero / participating French banks coordinated a "simple switch" for users, who could continue using Paylib's familiar flows under the new Wero brand. The execution was substantively smooth — no consumer-backlash story emerged.

**EPI Company is structurally European-bank-owned**, not government-owned [1][1]. The strategic message: this is **the European banks' answer** to Big Tech payment dominance, not the EU bureaucracy's answer. The shareholder list reads like a who's-who of European banking — BNP Paribas, Deutsche Bank, ING, Sparkasse, Crédit Agricole, KBC, ABN Amro, etc.

**Wero's roadmap explicitly tracks Apple Pay / Google Pay's feature footprint** [1][1]:
- 2024: P2P transfers — matches PayPal and bank-app P2P features.
- 2025: QR + e-commerce — matches PayPal Checkout and increasingly Apple Pay's web payment.
- **2026: NFC point-of-sale** — directly challenges Apple Pay's and Google Pay's tap-to-pay dominance at physical retail.

The 2026 NFC milestone is the **structural test of Wero's strategic ambition**. If European consumers adopt Wero's NFC tap-to-pay at scale, the European-payment-sovereignty thesis gets validated; if not, Wero remains a P2P / e-commerce overlay alongside continued Apple/Google Pay dominance at retail.

**June 2025 EuroPA-EPI partnership announcement** [Portugal report](https://docs.barcoder.ai/docs/payments/PT), [bizum-ref] — the two parallel European-sovereignty initiatives are exploring whether to merge or interoperate. EuroPA covers 50M+ users across Italy / Spain / Portugal / Andorra plus expanding to Northern Europe (Denmark, Finland, Greece, Norway, Poland, Sweden); EPI / Wero covers Germany / France / Belgium / Netherlands / Luxembourg. Combined: 382M people across 15 countries. **Feasibility study due December 2025** — if successful, this would be the largest single European payment-coordination event since the SEPA Credit Transfer launch in 2008.

## Status

**Active, expanding country-by-country, in roadmap-execution phase** [1][1], [3][3], [France report](https://docs.barcoder.ai/docs/payments/FR), [Germany report](https://docs.barcoder.ai/docs/payments/DE):

- **50+ million users** (February 2026); 43.5 M after first 12 months; 14 M at November 2024 launch
- **100+ million transactions** processed
- **€7.5+ billion** transferred
- **Live in Germany (July 2024), France (September 2024), Belgium (November 2024)** — Netherlands and Luxembourg in progressive rollout
- **16 founding-shareholder banks** representing essentially the entire major-bank base of EPI participating countries
- **Worldpay joined** EPI March 2026 — first major non-founding-bank acquirer integration

**Strategic trajectory** [1][1], [3][3]:
- **2025**: QR / e-commerce / merchant features rollout
- **2026**: NFC point-of-sale launch (the strategic test of Apple/Google Pay competition)
- **EuroPA-EPI partnership** feasibility study due December 2025 — could create a 15-country, 382M-person unified European wallet ecosystem
- **EU 2024/886 Instant Payments Regulation** mandates (Jan / Oct 2025) — strengthen the SCT Inst rail underneath Wero, lift the foundation

No deprecation planned; Wero is the strategic European payment-infrastructure layer for the foreseeable future. The political and economic stakes are high.
