## Overview

The **Export Development Bank of Iran** (بانک توسعه صادرات ایران, EDBI) is Iran's state-owned export-import bank, founded in 1991 to finance non-oil exports [[1]](https://web.archive.org/web/20220125041122/https://www.edbi.ir/general_content/1051/1051.htm)[[2]](https://home.treasury.gov/news/press-releases/hp1231). It is a specialised bank, not a wallet, and is not to be confused with [Bank Saderat Iran](https://docs.barcoder.ai/docs/wallets/saderat-iran). ## History

- **July 1991: founding.** The bank's own page says EDBI was established on 19 Tir 1370 (10 July 1991) and began work in Shahrivar 1371 (August–September 1992) [[1]](https://web.archive.org/web/20220125041122/https://www.edbi.ir/general_content/1051/1051.htm). Wikipedia gives the same founding date but says it became operational on 24 November 1991 [[5]](https://en.wikipedia.org/wiki/Export_Development_Bank_of_Iran).
- **2007: Safir core banking.** From 1386 (2007–08) the bank built its core banking system, **Safir** (سفیر, short for سامانه فراگیر یکپارچه رایانه‌ای, "comprehensive integrated computer system"), through which all its card, terminal and branch services now run [[6]](https://web.archive.org/web/20220125043224/https://www.edbi.ir/general_content/592028/592028.htm).
- **October 2008: first US designation.** The US Treasury designated EDBI under Executive Order 13382, the order against proliferators of weapons of mass destruction. It said the bank had served Iran's Ministry of Defense and Armed Forces Logistics and handled financing for the already sanctioned Bank Sepah [[2]](https://home.treasury.gov/news/press-releases/hp1231).
- **November 2018: designation under E.O. 13224.** When the US reimposed the sanctions lifted under the 2015 nuclear deal, Treasury designated EDBI under Executive Order 13224 for supporting another sanctioned bank. - **June 2025: services kept running.** On 17 June 2025, citing "current conditions" it did not name, the bank said its services had continued without interruption. It said a virtual counter, an expanded mobile bank and full open banking would launch "soon" [[10]](https://www.entekhab.ir/fa/news/871949).
- **December 2025: digital plan.** The chief executive said EDBI would become a fully digital bank within three years, and that two new products, in virtual services and mobile banking, would be unveiled by the end of that Persian month [[11]](https://www.ilna.ir/fa/tiny/news-1724904). We found no report of the unveiling.

## Ownership & operator

EDBI is state-owned [[2]](https://home.treasury.gov/news/press-releases/hp1231). Its charter makes it "the administrative arm of the Government of Iran" for promoting non-oil exports, according to Wikipedia [[5]](https://en.wikipedia.org/wiki/Export_Development_Bank_of_Iran). It plays the role of Iran's export-import (EXIM) bank [[1]](https://web.archive.org/web/20220125041122/https://www.edbi.ir/general_content/1051/1051.htm) and is Iran's representative to the Islamic Development Bank [[2]](https://home.treasury.gov/news/press-releases/hp1231). The Minister of Economic Affairs and Finance attended the general meeting that approved its 1404 (2025–26) accounts in September 2026 [[12]](https://nabzebourse.com/fa/news/137929).

Wikipedia lists subsidiaries in Caracas (Banco Internacional de Desarrollo) and Tehran (the Iran-Venezuela Bi-National Bank and Tamaddon Investment Bank) [[5]](https://en.wikipedia.org/wiki/Export_Development_Bank_of_Iran). The 2008 designation also covered EDBI Stock Brokerage Company and EDBI Exchange Company [[2]](https://home.treasury.gov/news/press-releases/hp1231). The bank's IT subsidiary develops Homa [[9]](https://www.eghtesadonline.com/fa/news/500663/). EDBI is supervised by the Central Bank of Iran.

## Technical integration

**Cards on Shetab.** The EDBI debit card (کارت بانک توسعه) links directly to the customer's savings, current and short-term accounts. It works in all EDBI branches, at EDBI ATMs and those of every Shetab member bank, and on shop terminals connected to Shetab [[4]](https://web.archive.org/web/20220125054619/https://www.edbi.ir/general_content/125776/125776.htm). The bank also issues a gift card, a family card set for each member of a household, and a "bon card" that employers load with non-cash benefits. The bon card buys at Shetab terminals and online but gives no cash [[4]](https://web.archive.org/web/20220125054619/https://www.edbi.ir/general_content/125776/125776.htm).

**Internet bank.** In 2022 the Safir internet bank showed balances and statements and sent money from an EDBI account or card to other accounts and cards, both within EDBI and over Shetab. It also paid bills and loan instalments, issued payment orders and handled cheques. It supported file-based bulk transfers and could be used by foreign nationals [[6]](https://web.archive.org/web/20220125043224/https://www.edbi.ir/general_content/592028/592028.htm).

**Mobile banking.** In 2022 you signed up on the bank's web page; no hardware token was needed. Each login sent a one-time password by SMS, which the app read automatically [[8]](https://web.archive.org/web/20220424112701/https://www.edbi.ir/general_content/861196/861196.htm). Rade's 2025 review of Homa (version 2.8, 7 MB) describes these features:

- statements for foreign-currency accounts;
- **Hamarz** (هم‌ارز), transfers between EDBI foreign-currency accounts at different branches that keep the original currency;
- an English interface for menus, messages, transfers, balances, bills and cheque details;
- some services without logging in: Sayad cheque checks, a Sheba calculator and a branch finder [[3]](https://www.rade.ir/mobilebank/700752-%D9%87%D9%85%D8%B1%D8%A7%D9%87-%D8%A8%D8%A7%D9%86%DA%A9-%D8%AA%D9%88%D8%B3%D8%B9%D9%87-%D8%B5%D8%A7%D8%AF%D8%B1%D8%A7%D8%AA-%D9%87%D9%85%D8%A7/).

The same review says Homa had no iOS version, no fingerprint login and no setting for your own limits on terminal purchases or card transfers [[3]](https://www.rade.ir/mobilebank/700752-%D9%87%D9%85%D8%B1%D8%A7%D9%87-%D8%A8%D8%A7%D9%86%DA%A9-%D8%AA%D9%88%D8%B3%D8%B9%D9%87-%D8%B5%D8%A7%D8%AF%D8%B1%D8%A7%D8%AA-%D9%87%D9%85%D8%A7/). Rade's page sometimes names Bank Tose'e Ta'avon (توسعه تعاون) instead of EDBI and carries a generic feature checklist, so only the features it describes in its own text are given here.

**Interbank transfers.** EDBI's sources we read speak of transfers "within the bank and over Shetab" [[6]](https://web.archive.org/web/20220125043224/https://www.edbi.ir/general_content/592028/592028.htm). They don't say whether Homa sends Paya, Satna or Pol transfers.

**Open banking.** Shahin gives companies API access to identity checks, account and loan details, statements, balances, cheque status and transfers. A company needs its own API-capable software, a fixed IP address and two-way TLS [[13]](https://web.archive.org/web/20220125054039/https://www.edbi.ir/general_content/847403/847403.htm). In January 2021 the bank said Shahin had carried 139,000 transactions worth 1,440 thousand billion rials and 319,000 API calls [[9]](https://www.eghtesadonline.com/fa/news/500663/).

**Telephone banking.** A telephone bank pays bills, gives balances and the last three transactions, and lets you report a lost card [[6]](https://web.archive.org/web/20220125043224/https://www.edbi.ir/general_content/592028/592028.htm).

**QR codes.** Iran has no national payment QR format, and none of the EDBI sources we read describes paying by QR code.
