BoC Pay
BoC Pay+ is the e-wallet app of Bank of China (Hong Kong) (BOCHK), called BoC Pay until its January 2025 upgrade. You can sign up without a BOCHK account if you are 18 or over and hold a Hong Kong identity card. You scan UnionPay or FPS QR codes in Hong Kong shops, pay electricity, water and gas bills by their FPS QR code, and send money free over FPS. Its strongest use is across the border: the same app pays UnionPay QR and Weixin Pay codes on the mainland in Hong Kong dollars, with no mainland bank account. Most payments are capped at HKD 10,000 a day.
| Country | Hong Kong (HK) |
| What it is | A stored-value wallet app for QR payments, bill payments, FPS transfers and mainland payments, which since the upgrade also manages BOC credit cards and rewards [1] [4] |
| Who runs it | Bank of China (Hong Kong) Limited, a licensed bank regarded as a stored value facility (SVF) licensee, number SVFB072, effective 13 November 2016 [2]; the App Store listing prints the same number [3] |
| Since | First App Store release 30 July 2018, by an app tracker's record [51]; renamed BoC Pay+ in January 2025 [37] |
| Who can use it | BOCHK account and BOC credit-card customers; others aged 18 or over with a valid HKID, Chinese, Hong Kong or Macao nationality and a Hong Kong address [1] |
| Cost | QR payments, FPS transfers and red packets: free. Mainland remittance: 1%, minimum HKD 20, maximum HKD 60 [18] [19] [20] |
| Typical limit | HKD 10,000 a day for payments and transfers; a non-customer Payment Account is also capped at HKD 100,000 a year and a HKD 10,000 balance [15] [16] |
| Reaches | Any Hong Kong bank or e-wallet over FPS; UnionPay QR merchants in Hong Kong and the mainland; mainland Weixin Pay receive-money codes; PromptPay merchants in Thailand [1] [40] [24] |
| Users | About 1 million (May 2022) [49]; BOCHK has since published growth rates only [38] |
| Code on paper? | Yes. Hong Kong shops and utility bills print FPS QR codes, and many shops show UnionPay QR codes; BoC Pay+ scans both [1] |
This page covers paying with BoC Pay+ in Hong Kong and across the border. For the app's history, ownership and growth figures, see the BoC Pay+ wallet page.
How BoC Pay came to Hong Kong

| 30 Jul 2018 | First App Store release of BoC Pay, by an app tracker's record; BOCHK has published no launch date that we found [51] |
| May 2022 | BOC Credit Card (International) tells AAStocks that BoC Pay has about 1 million users and about 70,000 merchants, and that its transaction value and count each grew over 30% in 2021 [49] |
| Jun 2022 | BoC Pay becomes one of the wallets for Phase II of the government's 2022 Consumption Voucher Scheme [50] |
| 4 Dec 2023 | The HKMA and the Bank of Thailand launch the FPS x PromptPay link for QR payments to merchants in Thailand [42]; BoC Pay supports it [24] |
| 2024 | BOCHK adds e-CNY (digital renminbi) to BoC Pay, and extends BoC Pay to the Hospital Authority's HA Go app and Customs and Excise control points [37] |
| 18 Dec 2024 | BoC Pay, PayMe, Octopus and Tap & Go start paying mainland Weixin Pay receive-money codes [40] |
| Jan 2025 | The upgraded app launches as BoC Pay+, combining payments, credit-card management and rewards [37] [4] |
Usage. BOCHK reports growth, not totals. BoC Pay users grew 17.9% in 2024 and transaction value 3.7%. The value of BoC Pay spending on the mainland rose 111.8% [37]. In 2025 BoC Pay+ customers rose 11.6%, person-to-merchant transactions 16.2% and mainland transactions 7.4% [38]. In April 2026 a BOC Credit Card (International) executive told HK01 that mainland transactions in the first quarter were up 96% year on year, Hong Kong transaction value 4.5%, and registered customers 12% in 2025 [39]. The two 2025 customer figures, 11.6% and 12%, come from different sources; the gap may be rounding.
How to use it
Sign up. Download BoC Pay+ from the App Store, Google Play or Huawei AppGallery and search for "BoC Pay"; BOCHK warns you to use only the official stores or its website [1].
- If you bank with BOCHK or hold a BOC credit card, register with your internet banking, ATM card or card [1]. Visa or Mastercard holders from BOC must also bind a BOCHK bank account, or apply for a BOC UnionPay card [1]. BOCHK customers aged 16 and 17 can open a Smart Account in the app, with a daily limit of HKD 1,000 [7].
- If you don't, you open a Payment Account. Tap "Register", enter your mobile number, photograph both sides of your HKID, and do a face check (turn your head, blink). Then you add your address, email, tax residency and a daily limit, and set a payment passcode [8]. You must be 18 or over, have Chinese, Hong Kong or Macao nationality, a mobile number with a mainland, Hong Kong or Macao code, and a Hong Kong address [1]. Registration takes about 10 minutes and is normally approved at once [9].
- Already on BoC Pay? Tap the "What's New" banner, accept the terms and set your limits and passcode-free payments [5]. Your balance and Gift Points move to the new Wallet [53]. After the transition period the old app stops working; BOCHK's FAQ doesn't give the end date [6].
Top up. A BOCHK account tops up directly. For a Payment Account, first set up an electronic direct debit authorisation (eDDA) from your account at another Hong Kong bank, confirmed by SMS one-time password [10]. Since the upgrade, any BOC main credit card or BOCHK personal account can top up the Pay+ Wallet, and supplementary cards and other banks' accounts top up a "Pay+ Wallet Lite" [4].
Pay. Scan a merchant's UnionPay or FPS QR code, or show your own payment QR code to the cashier. To pay a utility bill, scan the FPS QR code printed on it [1]. You confirm with your payment passcode or biometrics [32]. Small local payments can be made without a passcode if you turn that on [4]. You need a data connection [52].
Send. Enter the payee's mobile number, email, bank account number or FPS ID, or scan their FPS QR code. The transfer goes to any bank or e-wallet in Hong Kong, instantly [1]. The "Red Packet" function sends lai see to contacts through BoC Pay or FPS [12].
Request and receive. Generate your own FPS QR code for others to scan [1], or send it to a friend from "Request to Pay" [11]. If a Payment Account is your FPS receiving account, a transfer that would push its balance over HKD 10,000 can't be received [16].
Limits and fees
BOCHK's FAQ still sets limits by the account behind the payment. These are the figures on its pages in October 2026:
| Paying from | Per payment | Per day | Per year or month | Balance cap | Fee |
|---|---|---|---|---|---|
| BOCHK Smart Account (age 18+) | — | Up to HKD 10,000, adjustable; shared with BOCHK Mobile Banking and WeChat Pay HK [14] | — | HKD 10,000; FPS receipts beyond it go to your main account [16] | Free [18] |
| Smart Account (age 16–17) | — | HKD 1,000 [14] | — | HKD 10,000 [16] | Free |
| Payment Account (non-customers) | — | Up to HKD 10,000 [15] | HKD 100,000 a year [15] | HKD 10,000 [16] | Free; no interest on the balance [36] |
| BOC credit card | HKD 50,000 by showing your QR; HKD 10,000 by scanning [13] | — | Scanning: HKD 10,000 per statement month [13] | Your credit limit | Card's own fee schedule [18] |
- FPS transfers and red packets cost the payer and payee nothing [19], within the same HKD 10,000 daily limit and with no limit on the number of transfers [1].
- Mainland payments in RMB from a Smart or Payment Account carry no fee; RMB is converted at BOCHK's cash rate at the time of payment, other currencies at UnionPay's rate [23].
- Remittance to the mainland costs 1% of the amount, at least HKD 20 and at most HKD 60. Each remittance must be at least HKD 2,000, and the daily total is at most HKD 10,000 [20] [21].
- Fees can change. BOCHK charges nothing for payments or refunds "at this stage" and promises 30 days' notice of any new charge [17]. Change your own daily limit under "My Account" > "Manage" [57].
The FAQ answers above were written for the BoC Pay accounts. We found no page that gives separate limits for the Pay+ Wallet and Pay+ Wallet Lite introduced with the upgrade. Limits change; check your bank's current terms.
Paying shops and businesses
In Hong Kong, BoC Pay+ pays any merchant that accepts UnionPay QR or FPS QR payments. BOCHK marks accepting shops with a BoC Pay label and publishes merchant lists, in Chinese only [1]. BOCHK calls BoC Pay the Hong Kong e-wallet with the most UnionPay QuickPass transactions [37]. Since 2024 you can also pay in the Hospital Authority's HA Go app and at Customs and Excise control points [37]. In April 2026 BOCHK said BoC Pay+ worked in more than 3,500 taxis of quality taxi fleets and, through Octopus terminals, with about 47,000 taxi drivers. Food-delivery spending in the app grew 1.7 times year on year in the first quarter [39].
Transit Code. Turn on "Transit Code" and show its QR code at the reader on buses and other transport that accepts "UnionPay Transit QR Code". It does not work on the MTR [30] [31].
Online. BoC Pay+ pays inside merchant apps; payments there carry no extra BoC Pay limit when you pay by credit card [13]. On mobile websites, BOCHK says to use Safari on iPhone or Chrome on Android [1].
Businesses collect payments through BOCHK's separate BoC Bill acquiring service, not the consumer app. BoC Bill serves government, education, transport and retail, and accepts mainland e-wallets and e-CNY; its settlement volume grew 12.8% in 2025 [38].
Paying across borders
The mainland. This is what most people use BoC Pay+ for. Go to "Settings" > "Payment Settings" and allow location, and the "QR Code Payment" screen switches to a mainland UnionPay QR code when you cross; or tap "Mainland China" to show it. In "Scan" mode the app recognises UnionPay QR codes and other designated mainland codes [22]. Since 18 December 2024 that includes Weixin Pay receive-money codes (微信支付收款碼); you pay them from a Smart or Payment Account through "Scan" [40]. The amount shows in RMB and is taken in HKD from your balance, in unwire.hk's test of the same service in other wallets [41]. In April 2026 BOCHK said Hong Kong users had paid with it in 30 mainland provinces and cities [39].
Remittances to the mainland. BOCHK customers can link their bank account and send money to friends and family on the mainland. BOCHK says BoC Pay works with 7 major mainland banks [1]. Fees and limits are in the table above.
Payment Connect. Since 22 June 2025, Payment Connect has linked FPS with the mainland's Internet Banking Payment System, so you can send money to a mainland mobile or account number in real time [43]. BOCHK was one of six Hong Kong launch participants [44]. But the HKMA's list of participants, as of 2 September 2026, gives BOCHK's channels as its mobile banking app and internet banking, not BoC Pay+. Northbound, each person can send up to HKD 10,000 a day and HKD 200,000 a year per participating institution [45]. Use BOCHK Mobile Banking for Payment Connect.
Thailand. At Thai merchants showing the PromptPay logo, use "Scan" to pay by FPS. It works only from a Smart or Payment Account, not a credit card. It pays merchants only, with no transfers to people [24] [54]. There is no service charge, the minimum is HKD 0.01, and it counts against your HKD 10,000 daily limit [25] [26] [55].
e-CNY. BOCHK says it was the first bank to offer e-CNY in a local payment tool, launching the service in BoC Pay in 2024 [37]. The digital renminbi itself sits in a BOC e-CNY wallet run under the People's Bank of China [27]. You top it up from a BOCHK HKD or CNY account through the e-CNY app and BOCHK Mobile Banking [59]. You spend it at accepting shops in the mainland pilot regions and in Hong Kong [29]. Once exchanged, e-CNY is not a deposit and is not covered by Hong Kong's Deposit Protection Scheme [28].
How the BoC Pay+ codes work
BoC Pay+ has no QR format of its own. It reads and shows other schemes' codes:
| Code | Who shows it | Who scans it | Format |
|---|---|---|---|
| FPS QR code (shop counter, utility bill) | The merchant or biller | You | HKMA Common QR Code Specification, built on EMVCo's merchant-presented QR; ID 26 is reserved for FPS [46] |
| Your FPS collection code | You, to receive | Any FPS app | FPS QR [1] |
| UnionPay merchant QR (Hong Kong and mainland) | The merchant | You | UnionPay QR [1] |
| Your payment QR | You, at the till | The cashier | UnionPay QR; it refreshes automatically after a set time, so a screenshot goes stale [22] [32] |
| Transit Code | You, at the reader | Bus or transport reader | UnionPay Transit QR Code [30] |
| Weixin Pay receive-money code (mainland) | The merchant | You | WeChat Pay QR [40] |
| PromptPay merchant QR (Thailand) | The merchant | You | PromptPay QR [24] |
What a code on a bill or counter in Hong Kong usually is. The QR on an electricity, water or gas bill is an FPS QR code, and BoC Pay+ pays it from "Scan" [1]. FPS QR codes follow the Common QR Code Specification for Retail Payments in Hong Kong. An HKMA-led working group, with BOCHK, UnionPay International and Alipay among its members, published it in December 2017 on the base of EMVCo's merchant-presented QR (EMVCo MPM) [46]. The same specification reserves IDs 15–16 for UnionPay, so one printed sticker can carry both FPS and UnionPay [46]. For the e-CNY code, see e-CNY QR; in BoC Pay+'s case the e-CNY wallet and its codes belong to the separate e-CNY app [59].
The UnionPay virtual card number BOCHK assigns to a Smart or Payment Account works only inside BoC Pay+. BOCHK warns that it is not for Apple Pay, Google Pay or any other service [56].
Safety: the fake "BOC Lifestyle" SMS
In January 2026 the police's Anti-Deception Coordination Centre warned of SMS messages posing as BOCHK. The messages said a "BOC Lifestyle" subscription had expired and a monthly fee would be taken that day. They came from fake sender names such as "BOC China" and "Life Boc" and gave a phone number to call. There, a fake "UnionPay staff" member offered to cancel the fee and talked the victim into opening a fake website, sharing their screen or giving their banking details. Some victims lost HKD 1 million [48] [47].
- Check the sender. Real BOCHK texts come from registered names that start with "#", such as #BOCHK, #BOCHK_TXN and #BOCHK_CC. Treat any other sender as suspicious, and don't reply, click, share your screen or install an app [47].
- Stop at a high-risk alert. When you pay an FPS mobile number, email, FPS ID or account, BoC Pay+ warns you if the payee is in police scam reports. You can check a payee yourself on Scameter (cyberdefender.hk) [33]. Check the partly masked payee name before every FPS payment [58].
- Call the numbers you know. Report suspicious Smart or Payment Account activity to BOCHK's customer service on (852) 3988 2388, and card transactions to BOC Card on (852) 2853 8828 [34]. The Anti-Scam Helpline is 18222 [47].
BoC Pay+ also refuses to open while your screen is being recorded or shared, or when it finds malware or apps from unofficial sources with excessive permissions [35]. It runs on one phone at a time [32]. Under the Payment Account terms you aren't responsible for direct losses from unauthorised transactions, unless you acted fraudulently or with gross negligence, let someone else use your phone, or didn't keep your passcode and phone safe. Report a lost phone as soon as you can, and report errors in your records in writing within 90 days [36].
