FAST
Overview
Note on classification. This entry was originally bucketed as a QR standard, but fast is not a QR-symbol standard — it is an instant-payment rail (see sgqr / paynow for the QR layer). Reclassified as
Instant payment. The wiki shows no playground because there is no QR payload to encode; the slug is retained to avoid breaking incoming links.
FAST (Fast And Secure Transfers) is Singapore's national instant-payment rail, launched 17 March 2014 and operated by the Singapore Clearing House Association (SCHA) via Banking Computer Services Pte Ltd (BCS) 1, 2, 3, Singapore report. FAST is the underlying instant-payment infrastructure that PayNow QR (2017) and SGQR (2018) ride on top of — making it the foundational rail beneath Singapore's entire mobile-payment + QR-payment ecosystem.
FAST enables customers of 19 participating banks to transfer SGD funds between banks almost instantly, 24/7/365. Inter-participant settlement occurs on MEPS+ (Singapore's RTGS). FAST adopted ISO 20022 messaging from the outset — making it one of the earliest ISO-20022-native national instant-payment rails globally. August 2020 marked a structural inflection: MAS opened FAST and PayNow access to non-bank financial institutions (NBFIs) 5 — allowing e-wallets like GrabPay, Liquid Pay, and Singtel Dash to participate as direct rail-access entities. This NBFI-access expansion has been widely cited as a global best-practice for instant-payment-rail openness.
History
Background — Singapore's pre-FAST payment infrastructure 3, Singapore report:
- GIRO (since 1980s) — batch-clearing system; T+1 settlement.
- MEPS+ — Singapore's RTGS for large-value settlement.
- Cheques — declining but still used.
- Card networks (Visa, Mastercard, NETS) — for retail.
- Pre-FAST: cross-bank transfers took 1-2 business days via GIRO.
Late-2000s / early-2010s — FAST design 3:
- Singapore's ABS (Association of Banks in Singapore) coordinates design of a national instant-payment rail.
- MEPS+ underlying RTGS as settlement layer.
- ISO 20022 messaging chosen from design phase — ahead of most peer countries.
17 March 2014 — FAST launches 1, 3:
- Launched with banks as initial participating members.
- 19 participating banks at launch — comprehensive coverage of Singapore's retail banking.

10 July 2017 — PayNow launches atop FAST 5, Singapore report:
- ABS announces PayNow QR as a P2P overlay service on FAST.
- Phone-number/NRIC-as-proxy addressing.
- 7 banks at PayNow launch.
September 2018 — SGQR launches Singapore report:
- Singapore's unified QR-payment standard — sits atop PayNow + other rails.
- World's first unified national QR standard.
August 2020 — Non-Bank Financial Institutions get FAST and PayNow access 5:
- MAS announces NBFIs can directly access FAST and PayNow.
- Major fintechs (GrabPay, Singtel Dash, Liquid Pay, etc.) join.
- Structurally significant: NBFIs no longer must rely on a bank partner for instant-payment-rail access.

Fun facts
- ISO 20022 native from 2014: FAST was one of the earliest ISO-20022-native national instant-payment rails globally — years before the SWIFT migration deadline of 2025 made it a global standard.
- MEPS+ underneath: FAST's near-real-time messaging + deferred-net-settlement-on-MEPS+ architecture is structurally clean — and it works at Singapore's scale because of low transaction-count-per-capita-from-Asian-megamarket perspective.
- NBFI access in 2020 was structurally innovative: MAS allowing non-bank fintechs to directly access FAST and PayNow in 2020 was an industry-leading regulatory move that other countries have since studied. UK Open Banking and various EU NBFI regimes followed similar patterns.
- 3 overlay services on the same rail: FAST supports PayNow (2017), SGQR (2018), SGQR Plus (2022) — a single underlying rail with multiple stacked overlay services. Compare with Pix Brazil where the QR + alias features are integrated into one product, or UPI India where the multiple overlays sit similarly above NPCI's rail.
- Cross-border via FAST-rail-bound overlays: PayNow-PromptPay (2021) and PayNow-UPI (2023) cross-border integrations use FAST as Singapore-side rail. FAST's ISO 20022 + 24/7 availability made cross-border interop technically straightforward.
- 19 banks at launch = essentially full Singapore retail-banking coverage: FAST's launch with 19 banks day-1 is structurally distinct from peer launches that often start with 2-3 banks and expand. Singapore's small banking landscape allowed comprehensive participation from the outset.
- BCS as operator: Banking Computer Services Pte Ltd is a specialised payments-operations subsidiary owned by the major Singapore banks. Similar structurally to Italy's SIA (now Nexi) or Switzerland's SIX.
- 24/7/365 since 2014: FAST was 24/7 from launch — 4 years before US RTP (Nov 2017) and 9 years before FedNow (Jul 2023). Singapore was an early mover.
- Foundation for cross-border real-time interop: The PayNow-PromptPay (2021) link was the world's first multi-currency cross-border real-time payment between national instant rails. FAST + ISO 20022 + MAS-coordinated central-bank cooperation made it possible.

Closest peer: TIPS (EU) — both are 24/7 ISO-20022 instant-payment rails with NBFI access and cross-border ambition. FAST predates TIPS by ~4 years.
Structural distinction: FAST's 2014 launch with NBFI access by 2020 + 2 cross-border integrations by 2023 makes it one of the most cross-border-integrated mature instant rails globally.
