Overview

MIA Instant Payments (Moldovan: MIA Plăți Instant) is Moldova's national instant-payment system with a QR-payment overlay 1, 2, Moldova, Republic of report. Operated directly by the National Bank of Moldova (BNM) — a noteworthy structural choice; most national instant-payment rails are operated by either a bank-owned ACH or a central-bank-owned subsidiary, but BNM operates MIA directly as an in-house product 2, 3. MIA launched 12 March 2024 as a P2P transfer service and added QR merchant payments, B2B, and Payments-to-Government (P2G) through 2024–2026.

By March 2026 (two-year anniversary), MIA reported over 900,000 users — approximately every adult Moldovan with a bank account — 3,300+ connected merchants, and 13.2 billion MDL processed in 2025 alone (~US $700M) across ~15 million payments 3. The system was developed under the USAID MISRA project, making it one of the most prominent USAID-funded payment-infrastructure deliverables 4, Moldova, Republic of report. SEPA integration completed 6 October 2025, positioning MIA as a cross-border-ready rail for the Moldova-EU economic corridor.

History

Background — Moldovan banking pre-2024 Moldova, Republic of report:

  • After the 2014 banking fraud ("the theft of the century" — $1 B disappeared from three banks, 12 % of Moldovan GDP), the sector was restructured under EBRD oversight.
  • EBRD now controls 51.47 % of the banking market through stakes in maib (Moldova-Agroindbank, largest) and Victoriabank (acquired by Banca Transilvania of Romania).
  • This consolidated, foreign-supervised banking sector created the political conditions for NBM-led modernisation.

USAID MISRA project (Moldova Institutional and Structural Reforms Activity) 4, Moldova, Republic of report:

  • USAID funded the technical-assistance work to design and deploy MIA.
  • This is significant: most national instant-payment systems are funded internally by central banks or bank consortia. MIA's USAID origin makes it a donor-funded payment-infrastructure project — comparable in model (though not in scale) to USAID's earlier work supporting UPI QR-style systems in other developing countries.

Launch milestones 1, 3, Moldova, Republic of report:

  • 12 March 2024 — MIA launches with P2P transfers by phone number. Transactions complete in under 15 seconds, no commissions, regardless of bank.
  • First 6 weeks — 100,000+ users registered.
  • First year (March 2024 – March 2025) — 310,000 users, 1.4M transactions, 1.5 B MDL processed.
  • July 31, 2024 — P2B (QR merchant payments) and B2B for businesses rolled out.
  • 2025 — full year: 15M payments, 13.2 B MDL.
  • 6 October 2025 — SEPA integration completed (Moldova technically integrated with the European payment area).
  • 2 March 2026 — full B2B (instant transfers between legal entities) at 0.7 % commission with a 40 MDL per-transaction cap.

Two-year anniversary recognition 3:

  • MIA received a Silver Award at the Romanian PR Award 2025 and the Award of Excellence for Innovation of the Year 2024 — unusual international recognition for a small-country payment system.
  • BNM characterises MIA as "a regional success story" — and the per-capita adoption numbers support it (Moldova population ~2.4M, 900K MIA users = ~38 % of the entire population, ~50 % of adults).

Technical specification

MIA's design is centred on phone-number addressing with a three-mode QR overlay 1, 2:

Layer Description
Operator National Bank of Moldova (BNM) — operated in-house
Underlying rail NBM's instant-payment infrastructure
Speed < 15 seconds
Addressing Phone number (proxy for bank account / IBAN)
Availability 24/7/365
Currency MDL (Moldovan leu)
Fees P2P — free for individuals; B2B — 0.7 % capped at 40 MDL
SEPA integration Completed 6 October 2025

Three QR-type model for merchants 2:

QR type Description Typical use
Static QR Fixed merchant identifier; with or without amount Small shops, market stalls — printed sticker
Dynamic QR Transaction-specific, auto-generated per sale POS terminals, e-commerce checkout
Hybrid QR Combination — merchant fixed, amount entered by customer Cafes, taxis, services where tip / amount varies

This three-mode taxonomy mirrors the standard EMVCo MPM (merchant-presented mode) + CPM (consumer-presented mode) pattern but is described in BNM's own terminology rather than as an EMVCo-conformant specification. Public sources do not confirm whether MIA QR uses EMVCo QR Code Specification for Payment Systems or a proprietary format — this is the largest technical-spec gap in publicly available MIA documentation.

Supported flows 3, Moldova, Republic of report:

  • P2P — phone-to-phone transfers, no IBAN entry required.
  • P2B / QR — customer scans merchant QR.
  • P2G — payments to government (taxes, fees).
  • M2M — machine-to-machine (vending, parking, IoT).
  • B2B — business-to-business (since March 2026).
  • Link payments — payment links for online stores (request-to-pay model similar to Tikkie QR / iDEAL QR).

Use cases

Mass-market P2P 1, 3: With 900K users (~half of Moldovan adults), MIA is the default everyday-payment method. Splitting restaurant bills, paying friends, sending money to family — all done by phone number.

Small-merchant QR 3: 3,300 merchants accept MIA QR — cafes, small shops, taxi drivers. The static-QR option (printed sticker) is the lowest-friction merchant onboarding.

P2G payments (taxes, fees, fines) 3: Moldovan citizens can pay government invoices via MIA without going to a bank counter — a substantial UX improvement for a country with limited rural banking infrastructure.

B2B (since March 2026) 3: Real-time business-to-business transfers replace traditional bank-transfer workflows that previously took hours or days within the same bank, longer cross-bank.

Cross-border (SEPA, since October 2025) 3, Moldova, Republic of report: SEPA integration positions MIA for cross-border payments between Moldova and EU member states — particularly important for the large Moldovan diaspora in Italy, Germany, France, and Romania.

Implementations & ecosystem

Participating banks Moldova, Republic of report:

  • maib (Moldova-Agroindbank) — largest, EBRD-owned
  • Moldindconbank (MICB)
  • Victoriabank (Banca Transilvania of Romania subsidiary)
  • OTP Bank Moldova (Hungarian OTP Group)
  • Other licensed Moldovan banks (11 total)

Public-sector integration 3:

  • Government tax and fee payments via MIA.
  • B2B for state-owned enterprises.

No public open-source SDK or developer portal has been identified in public sources — MIA is a centralised, bank-integrated rail rather than an open ecosystem like UPI QR.

Fun facts

  • USAID-funded payment system: MIA is one of the most prominent USAID-funded national-payment-infrastructure projects — a structural origin story shared with very few other national rails (the closest analog is USAID's role in supporting Indian financial-inclusion infrastructure, though UPI QR itself is NPCI-owned).
  • Central bank as system operator: BNM operates MIA directly, not through a separate subsidiary. Most peer central banks (Bangko Sentral for QR Ph, CBJ for CliQ QR, CBN for NQR) delegate to a payment-clearing entity (JoPACC, BancNet, NIBSS).
  • Two awards in year one: Silver at Romanian PR Award 2025 + Excellence for Innovation 2024 — unusual international recognition for a 2.4M-population country's payment system.
  • Cultural noun emergence: As with Tikkie QR (NL), Bizum (ES), and Swish QR (SE), Moldovans now say "send me a MIA" as a verb — a marker of cultural penetration.
  • Faster integration than EU peers: From launch (March 2024) to SEPA integration (October 2025) was 19 months — faster than several EU member states' SEPA Instant rollouts.
  • No EMVCo confirmation: Despite the comprehensive QR-type taxonomy, no public BNM document explicitly confirms EMVCo MPM/CPM compliance. This is the largest gap in publicly available technical specification.

Closest peer: RoPay — same EU-adjacent timing, same "national instant payment with QR overlay" structure, similar small-country dynamics (Moldova 2.4M / Romania 19M).

Structural outlier: MIA's central-bank-direct operation is structurally unusual; most peers operate through a separate clearing entity.

Status

Active, near-saturation in Moldova 3:

  • 900,000+ users (March 2026) — approaching adult-population saturation.
  • 3,300+ merchants connected.
  • 15M payments / 13.2B MDL in 2025.
  • B2B added March 2026 — most recent expansion.
  • SEPA-integrated since October 2025.

Outlook: Continued expansion of merchant coverage, full SEPA-Instant cross-border flows, and likely integration with regional rails (Romanian RoPay is the obvious adjacency given linguistic + diaspora ties).
