RoPay
Overview
RoPay is Romania's first national mobile instant-payment service, launched 18 November 2024 by Transfond (the Romanian banking-consortium-owned ACH operator) and the Romanian Banking Association, with approval from the National Bank of Romania (BNR) in May 2024 1, 2, Romania report. RoPay rides on Transfond's existing Plăți Instant rail (operating since 2019) but adds a mobile-app-first UX layer with QR codes, NFC, deep links, and mobile-number proxies for IBANs — exactly the European-reference-standard pattern of EPC SCT Inst overlays 3, Romania report.
The strategic ambition is large: BCR vice-president Dana Dima estimated RoPay would double non-card payments annually vs the previous 40–50 % growth rate, and Transfond projects RoPay will eventually carry ~90 % of non-card interbank payments Romania report. As of 2025, 10 banks are live or in advanced implementation — including the largest five (Banca Transilvania, BCR, ING, BRD, Raiffeisen) — and Romania's digital-payment market is projected at US $38.31B in 2025 → $90.72B by 2029 at a 24.05 % CAGR.
History
Background — Romanian payment infrastructure Romania report, 3:
- Transfond is the Romanian banking community's ACH operator, owned by participating banks.
- SENT — automated clearing house for retail payments.
- ReGIS — BNR's RTGS for large-value payments.
- Plăți Instant — instant-payment service since 2019 (10-second processing, 24/7).
- Despite Plăți Instant existing for 5+ years, uptake was weak because there was no unified consumer-facing UX layer — individual bank apps each implemented it differently.
- May 2024 — BNR approves the RoPay Scheme.
- 18 November 2024 — RoPay officially launches with CEC Bank and Libra Internet Bank as first live banks.
- BRD, ING, BCR, Banca Transilvania in advanced implementation stages at launch — plans to go live later in 2024 / 2025.
The "first national" framing 1: Transfond explicitly positions RoPay as Romania's first national mobile instant-payment service — distinct from Plăți Instant (a back-end rail) by being the consumer-facing, scheme-branded product. This matches the pattern in Wero (which sits atop EPC SCT Inst), Bizum (atop Iberpay's SCT Inst), MB WAY QR (atop SIBS instant rail).
Mid-2025 bank participation Romania report:
- Live: CEC Bank, Libra Bank, BRD, ING Bank, BCR, Banca Transilvania, Salt Bank, Raiffeisen, VISTA Bank.
- Coming: UniCredit Bank.
- This already includes the top 5 by market share — RoPay reached the major-bank-coverage milestone within 12 months.
Technical specification
RoPay's design follows the European-reference-standard pattern for SCT-Inst overlays 1, 3:
| Layer | Description |
|---|---|
| Scheme operator | Transfond + Romanian Banking Association |
| Regulator | BNR (National Bank of Romania) |
| Underlying rail | Plăți Instant (Transfond, since 2019) |
| Settlement | < 10 seconds, 24/7 |
| Currency | RON (Romanian leu) |
| QR specification | Standard QR code compatible with European reference standard |
| Fees | Free for individuals |
| Method | Use case |
|---|---|
| QR code scanning | In-store payments — merchant displays dynamic QR with amount |
| Deep links | E-commerce checkout — payment app opened directly from merchant site/app |
| NFC contactless | Tap-to-pay at POS |
| Mobile phone number | P2P transfers — phone number as proxy for IBAN |
"Compatible with the European reference standard" 1: Transfond's own launch documentation states RoPay uses a standard QR code adopted by the banking community and compatible with the European reference standard — likely the EPC SCT-Inst QR convention (EPC QR / Stuzza-compatible). However, public sources do not provide the explicit RoPay QR-payload field-by-field specification.
Use cases
P2P transfers 1, 3: The cardinal RoPay use case — sending money by phone number, no IBAN entry. Replicates the proven Bizum / Swish QR / BLIK pattern.
Retail POS Romania report: Merchants integrate RoPay through their acquiring bank or payment processor. The European-standard QR means existing EMV-aligned terminals can be upgraded rather than replaced.
E-commerce checkout (deep links) Romania report: Deep-link redirection from merchant site → bank app → confirm → return → completes the cycle in seconds. Similar UX to iDEAL QR (NL) or BLIK (PL).
Couriers + utilities + transportation Romania report: Transfond's documentation explicitly names courier services, utility payments, and transportation as target verticals.
Cross-border-ready 3: Because RoPay aligns with EPC reference standards, it is theoretically interoperable with EPC SCT-Inst rails across SEPA — though no specific cross-border integration has been publicly announced beyond the European-standard alignment.
Implementations & ecosystem
Live banks (as of 2025) Romania report: CEC Bank, Libra Internet Bank, BRD Groupe Société Générale, ING Bank România, BCR (Erste Group), Banca Transilvania, Salt Bank (Banca Transilvania's digital), Raiffeisen Bank România, VISTA Bank.
Coming: UniCredit Bank Romania.
Plăți Instant participants (broader) Romania report: Banca Transilvania, CEC, Libra, BCR, VISTA, Patria, Raiffeisen, BRD, Intesa Sanpaolo, ING, Salt, Banca Română de Credite și Investiții, TechVentures Bank, Smith & Smith, Revolut Bank.
No public SDK has been identified for third-party merchant integration outside the acquiring-bank channel.
Fun facts
- First national mobile instant payment in Romania — Transfond explicitly claims this branding, distinguishing the consumer-facing RoPay from the underlying Plăți Instant rail.
- Built on 5-year-old rail: Plăți Instant operated for 5 years before RoPay launched on top — a long lead time validating the rail before adding the consumer brand. This is unusual; most peer launches couple rail + UX simultaneously (Wero is the exception that proves the rule).
- Romanian Banking Association co-governance: RoPay is jointly governed by Transfond (operator) and the Romanian Banking Association (banks). This dual structure is structurally similar to Bizum (Bizum SL governance with bank shareholders).
- Banca Transilvania acquired OTP Romania in 2024 — relevant context because OTP Bank Moldova still operates MIA QR, creating a Moldova-Romania payments-corridor logic that RoPay is positioned to capture.
- The "European reference standard" framing: Transfond's choice of words signals explicit alignment with EPC rather than the bespoke-national-standard path that, e.g., Bizum took. This positions RoPay as a textbook EPC-conformant national overlay.
- 24.05 % CAGR projection: Romania's digital-payment market projected to grow from $38.31B (2025) to $90.72B (2029) — among the fastest-growing in the EU, partly driven by RoPay rollout.
Comparison
| Feature | RoPay (RO) | MIA QR (MD) | Bizum (ES) | iDEAL QR (NL) | Wero (EU) |
|---|---|---|---|---|---|

| Operator | Bank consortium (Transfond) | Central bank (NBM) | Bank consortium (Bizum SL) | Bank consortium (Currence) | EPI (bank consortium) |
| Underlying rail | Plăți Instant (2019) | NBM instant rail | Iberpay SCT Inst | Equens worldline | EPC SCT Inst via TIPS |
| QR standard | European reference | Unconfirmed | EMVCo-aligned | EMVCo MPM | EMVCo |
| Fees (P2P) | Free | Free | Free | Free | Free |
| Cross-border | EPC-compatible | SEPA (Oct 2025) | None | EPC | Pan-European (design goal) |
Closest peer: Bizum — both are bank-consortium products with a coordinating association, both built atop existing instant rails, both target high single-digit-millions of users in a top-15 EU economy.
Structural differentiator: RoPay launched only 6 months after Wero (June 2024). The two are structurally similar (EPC-aligned mobile-first overlay) and could plausibly interoperate or even merge if EPI extends Wero's footprint into Romania.
Status
Active, growing rapidly 1, Romania report:
- 18 November 2024 launch, with first two banks live (CEC, Libra).
- 9+ banks live or imminent by 2025 — including all top-5 Romanian banks.
- UniCredit coming — would push coverage above 90 % of Romanian banking deposits.
- BCR projection: doubling non-card-payment growth (from 40–50 % to ~100 %).
- Long-term target: ~90 % of non-card interbank payments.
Outlook: With the major-bank-coverage milestone effectively complete, the next two years will determine whether RoPay achieves Bizum-level (~70 % of Spanish adults) penetration, or merely BLIK-level (dominant in checkout) penetration. The deep-link e-commerce UX is the lever most likely to drive consumer adoption.
