SARIE
Overview
SARIE (Saudi Arabian Riyal Interbank Express) is Saudi Arabia's national interbank funds-transfer infrastructure operated by the Saudi Central Bank (SAMA). The name now covers two distinct layers: the original SARIE real-time gross settlement (RTGS) system for high-value, central-bank-money settlement, and the lowercase "sarie" Instant Payment System (IPS) launched in 2021, which delivers 24/7 real-time low-value credit transfers to consumers and businesses. Both are built on the ISO 20022 messaging standard 2 4.
History
The original SARIE RTGS has been operated by SAMA since 1997, serving as the high-value real-time gross settlement backbone that settles interbank obligations in central-bank money with immediate finality 2. ISO 20022 messaging was later adopted as part of SAMA's modernisation programme 2.
The "sarie" Instant Payment System went live on 20 February 2021, built in cooperation with IBM and Mastercard on Mastercard's Vocalink platform — the same technology underpinning the UK's Faster Payments 2 6. Operational management is handled by Saudi Payments, a SAMA subsidiary that acts as the national payment-systems operator 5. The launch is part of Saudi Arabia's digital-payments transformation under Vision 2030 5.
Technical specification
- National instant payments. sarie processes immediate fund transfers between all local bank accounts, available 24/7/365, supporting P2P, P2B and B2B credit transfers 2 5.
- ISO 20022. The system was developed according to the ISO 20022 messaging standard 5.
- Proxy / alias addressing. Payments can be initiated using a mobile number, national ID, or email in place of an IBAN 2.
- Confirmation of payee. Account verification is performed before fund transfer, equivalent to a Confirmation-of-Payee check 2.
- Transfer limits. The maximum per transfer is SAR 20,000 (≈ US$5,300); transfers up to SAR 2,500 (≈ US$660) can be made without prior recipient registration 2. For small amounts (up to SAR 500), the fee is capped at half a riyal 6.
