Overview

Jusan Bank no longer exists under that name. JSC First Heartland Jusan Bank, which traded as Jusan Bank, was re-registered as JSC Alatau City Bank on 16 June 2025 [2](https://kapital.kz/finance/137935/jusan-bank-oficialno-pereimenovali-v-alatau-city-bank.html)[1](https://en.orda.kz/jusan-bank-officially-rebrands-as-alatau-city-bank-ceases-to-exist-under-former-name-7015/). Since July 2025 it has been owned by the businessman Vyacheslav Kim, a co-owner of Kaspi.kz, through JSC United Group Alatau [5](https://bes.media/news/vyacheslav-kim-zavershil-sdelku-po-priobreteniyu-alatau-city-bank-091e64/)[6](https://forbes.kz/articles/bank-samogo-bogatogo-kazahstantsa-vyplatit-dividendy-za-dva-goda-4ffa0f). It was Kazakhstan's sixth-largest bank by assets at the end of 2025, with ₸3.35 trillion [8](https://forbes.kz/articles/reyting-bankov-kazahstana-2026-6613e0). Its consumer payment product is the Alatau City Bank mobile app. The app sends tenge to other banks by phone number, pays shops' Kaspi QR codes, holds multi-currency accounts and carries the bank's Pay card [10](https://alataucitybank.kz/ru/qr)[11](https://alataucitybank.kz/ru/transfers)[19](https://itunes.apple.com/lookup?id=1441936010&country=kz).

History

• 1992: Tsesnabank. The bank's website gives its founding date as 17 January 1992 in its page metadata [12](https://alataucitybank.kz/ru/about-bank). It traded as Tsesnabank until 2019 [2](https://kapital.kz/finance/137935/jusan-bank-oficialno-pereimenovali-v-alatau-city-bank.html).
• 2017–2019: state support. In 2017 Tsesnabank received a ₸100 billion subordinated loan under the government's financial-stability programme. • February 2019: First Heartland. First Heartland Securities bought Tsesnabank, which was later renamed Jýsan Bank (Jusan Bank) [2](https://kapital.kz/finance/137935/jusan-bank-oficialno-pereimenovali-v-alatau-city-bank.html).
• 1 February 2019: the app. Apple's record gives that release date for the iOS app now called "Alatau City Bank: Онлайн-Банк". Its bundle ID, kz.tsb.app24, still carries Tsesnabank's initials [19](https://itunes.apple.com/lookup?id=1441936010&country=kz).
• 2021: ATFBank. Jusan Bank bought ATFBank and then merged it into itself [2](https://kapital.kz/finance/137935/jusan-bank-oficialno-pereimenovali-v-alatau-city-bank.html)[3](https://kapital.kz/finance/140338/alatau-city-bank-planiruet-vernut-50-mlrd-tenge-gospomoshi.html). The bank still accepts old cards that carry the ATFBank, Jusan and Tsesnabank names [12](https://alataucitybank.kz/ru/about-bank).
• July–August 2023: the Nazarbayev-fund chain ends. Under a global settlement between the businessman Galimzhan Yessenov and Jusan Technologies Ltd, Jusan Technologies' assets returned to Kazakh jurisdiction, and court cases in Kazakhstan, the US and the UK were to end [4](https://forbes.kz/articles/galimjan_esenov_stal_vladeltsem_pochti_100_aktsiy_jusan_bank). Yessenov bought 99.745% of the voting shares of First Heartland Securities from Jusan Technologies, and the bank's ultimate controlling party changed from New Generation Foundation, Inc. to him [2](https://kapital.kz/finance/137935/jusan-bank-oficialno-pereimenovali-v-alatau-city-bank.html). • 9 April 2024: first repayment. The bank bought back ₸100 billion of subordinated bonds from Samruk-Kazyna early [3](https://kapital.kz/finance/140338/alatau-city-bank-planiruet-vernut-50-mlrd-tenge-gospomoshi.html).
• 2025: the sale and the new name. In February 2025 Vyacheslav Kim applied to the regulator to buy the bank. Shareholders approved the new name on 15 May, the bank announced it on 28 May, and the regulator approved Kim as a major participant on 3 June [2](https://kapital.kz/finance/137935/jusan-bank-oficialno-pereimenovali-v-alatau-city-bank.html)[22](https://alataucitybank.kz/private/en/news/jusan-bank-menyaet-naimenovanie-na-alatau-city-bank). • 2025–2026: more state aid repaid. The board decided on 29 August 2025 to buy back ₸50 billion of state-support bonds early [3](https://kapital.kz/finance/140338/alatau-city-bank-planiruet-vernut-50-mlrd-tenge-gospomoshi.html). In late June 2026 it approved a further ₸125.3 billion early repayment, which would leave about ₸824.9 billion of state aid outstanding [6](https://forbes.kz/articles/bank-samogo-bogatogo-kazahstantsa-vyplatit-dividendy-za-dva-goda-4ffa0f).
• 10 July 2026: crypto payments at the till. Alatau City Bank and Binance Pay launched Crypto Pay for merchants that use the bank's acquiring (below) [13](https://finratings.kz/news/15346-kriptovaliutoi-mozhno-budet-rasplachivatsia-v-magazinakh-kazakhstana-kak-eto-rabotaet/).
• 15 July 2026: universal licence. Under the new banking law, which took effect on 19 March 2026, the regulator moved Alatau City Bank to a universal licence on 15 July 2026, the same day as ForteBank [16](https://finratings.kz/news/15449-fortebank-i-alatau-city-bank-poluchili-universalnye-litsenzii-chto-eto-znachit/).

Technical integration

National unified QR (National QR KZ), full. The National Bank's Interbank Mobile Payment System (МСМП) launched nationwide on 19 July 2026. The National Bank says every bank that serves retail customers through a mobile app is connected, so a customer can pay any bank's shop QR from their own bank's app and send money to other banks by phone number, around the clock [18](https://nationalbank.kz/ru/news/informacionnye-soobshcheniya/19951). The notice does not list banks by name, and the bank pages we read don't describe the unified QR.

Kaspi QR (Kaspi QR), partial. The app has a QR button on its home screen. The customer scans a seller's Kaspi QR on a POS terminal, a phone or a printed sheet, confirms, and earns the bank's bonuses [10](https://alataucitybank.kz/ru/qr). In May 2026 Alatau City Bank was one of 8 banks whose apps could pay Kaspi QR codes, with 0.5% in bonuses [17](https://finratings.kz/news/14304-kaspi-qr-prinimaet-karty-8-bankov-gde-mozhno-poluchit-bonusy/).

Transfers: the bank's transfers page offers instant transfers in tenge through the interbank system (СМП), for which "only a phone number" is needed to send to another bank [11](https://alataucitybank.kz/ru/transfers). We found no published per-transfer limit or fee for the bank.

Cards and accounts: the Pay card holds KZT, EUR, USD and RUB accounts, converts between them in the app and earns up to 20% in rewards on purchases, by the store listing [19](https://itunes.apple.com/lookup?id=1441936010&country=kz). • Investing and insurance: brokerage accounts with Alatau City Invest, and car, travel and accident insurance in the app [19](https://itunes.apple.com/lookup?id=1441936010&country=kz).
• Merchants taking crypto: with Crypto Pay, a buyer pays in cryptocurrency at the bank's POS terminals by QR code or tap. The amount is converted to tenge and the shop gets tenge at once. The first phase covered about 5,000 terminals; shops pay 1.2%, and buyers pay no separate fee but bear a conversion spread shown before payment. Fun facts

• The Jusan name lives on outside the bank. Jusan Mobile, a telecom operator that was another of Yessenov's assets, passed to Kim's ownership at the holding-company level on 26 August 2026 [21](https://finratings.kz/news/16377-viacheslav-kim-poluchil-kontrol-nad-jusan-mobile/).
• The app's package name, kz.tsb.app24, is a leftover from Tsesnabank, two names ago [19](https://itunes.apple.com/lookup?id=1441936010&country=kz).

Comparison

Since July 2026 every Kazakh bank app with retail customers can pay the unified QR and send money by phone number [18](https://nationalbank.kz/ru/news/informacionnye-soobshcheniya/19951), so the choice comes down to the bank a customer uses, its bonuses and its extras.
